Answer: Pre-engineered metal building is not acceptable for the boathouse. Provide as shown on the drawings and specifications.
THE FOLLOWING PPI’S FROM PREVIOUS AMENDMENT DID NOT CONTAIN
THE FULL TEXT OF THE QUESTIONS. THEY ARE BEING RE-ISSUED TO SHOW
THEIR FULL TEXT ALONG WITH THE ANSWERS. PPI NUMBERS: 62, 67, 124, 125,
130, 141, 144.
PPI #62: The sheet pile identified in the temp. toe wall to Ex. toe wall connection and future bulkhead wall is a NZ28 section. The NZ28 is a proprietary hot rolled section manufactured by Nucor-Yamato and exclusively distributed by Nucor Skyline. The sheet pile procurement would be a sole source purchase, and it would not be possible to obtain competitive bids.
Would an AZ28-700 per ASTM A572 gr.60 be an acceptable substitution/alternative for the NZ28? The AZ28-700 is a hot rolled section manufactured by Arcelor Mittal (AZ sections) and meets FAR 52.225-11 Buy American-Construction Materials under Trade Agreements. The AZ28-700 has a Section Modulus (Elastic) 51.3 IN^3/FT, Moment of Inertia 465.9 in^4/ft and 27.56” single width which is identical to the NZ28. It appears that the existing toe wall utilized a HZ 975D-24 which had an infill AZ13 sheet pile section.
Answer: The sheet pile section for the new Pier 36B bulkhead wall was not specified. For both Pier 36B new bulkhead wall and Pier 36A temporary toe wall, Sheet S-003 includes minimum requirements for the contractor-selected sheet pile section, such as the min.
elastic section modulus and min. flange and web thicknesses.
PPI #67: A single 100A Enclosed Circuit Breaker (No size or equipment ID indicated) is shown on Detail A4, E-508 which serves Cable Tag ID STC2 (Power Pedestal 4). PPI #130: CN300, note 10 and CH102 reference existing stone to be temporarily removed and stockpiled for reuse. What "Type" of Armor Stone makes up the existing stone? What is the location where this stone can be re-used? Is the quantity of this stone in addition to bid item 2F?
Where can the existing stone be temporarily stockpiled?
Answer: The location and if existing stone can be used will be determined in the construction phase. The existing stones need to be inspected and be tested if necessary before be approved by the Contracting Officer or their designated representative.
PPI #141: In the regulated building materials assessment report it shows that PCB sample 3- PCB4-01 came back positive for PCB’s at 13 PPM. This sealant will need to be removed in order to be able to recycle the substrate that the sealant is on. The sample location was listed as a patch on column S on northside of building. What material is this sealant applied to? What is the quantity of the 13 PPM PCB sealant?
Answer: Sealant is applied to corrugated metal siding and quantity is approx 75 linear feet.
PPI #144: Electrical/Steel: Detail A2/E505 calls for installation fo gaskets to what looks to be existing structural steel supports for a floating dock panel. There is no other sheet we can see directing us to this specific detail. We are making an assumption this is in relation to electrical panel FB, elevations on E-508, however A2/E505 has a water line shown and E-508 has everything anchoring to grade with no water line. Can you please clarify where detail A2/E-505 is applicable to? Are these existing floating dock panels? Are the steel supports existing? Will there be required work to lift existing floating dock panels to access steel supports for installation of gaskets?
Answer: Reference will be made to Panel FB in detail A2/E505. Detail A2 on sheet E505 will be revised to match the partial elevation shown on detail A4 on sheet E508. This change will be reflected in the forthcoming “Issued for Construction Set.” The panel equipment will be strut mounted to new floating dock panels.
Note that references steel support and gaskets will be removed as it is not applicable ("Floating dock panel base, provide 1/4" continuous gaskets to raise steel support above standing water"). There will be no work to lift floating dock panels to access steel supports.
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION.
PPI 12: Please confirm the water quality criteria (i.e. turbidity limits) for both dredging and capping. Will any exceptions be given for capping with clean imported materials?
Answer: Water quality criteria and the frequency of sampling are still under review by the US EPA and the US Army Corps of Engineers [USACE]. The attached " WQMP Excerpt_PPI 12" provides the proposed water quality criteria and sampling frequency; the Contractor should assume these are the requirements for cost estimating purposes.
PPI 13: Please note that DUs do not appear to be shown on plans CN 101. Can these please be provided? Is there any flexibility in the size, shape, and number of DUs?
Answer: DUs have been removed from the Contract Documents, Plans, and Specifications.
There is no restriction for dredging except as otherwise stated in the specifications. A minimum buffer of 500 feet between active dredging and placement is acceptable as long as other requirements of the specifications are met. The Contractor is responsible for replacing in-kind any placed material that is contaminated as a result of dredging. See Additional Changes Log (Tab B in this file) for additional changes to the Drawings and Specifications regarding dredging, sampling, and materials placement.
PPI 16: CN102 – Note 12 – It this requirement for areas that have been dredged (i.e once dredged, shall be covered in that season) or does this apply for the entirety of the dredging / cover task (i.e. all dredging and cover completed in one season)?
Answer: Dredging to the extent possible will be completed in the 2026-2027 In-Water Work Window (IWWW). Confirmation sampling conducted by AECOM will be conducted as soon as feasible following dredging. Instructions regarding additional Dredge Areas or revised Placement Areas will be provided by June 15th, 2027 to the Contractor. Additional dredging and cover placement will be completed in the 2027-2028 IWWW. See Additional Changes Log (Tab B in this file) for additional changes to the Drawings and Specifications regarding dredging, sampling, and materials placement.
PPI 19: 35 20 23 – 1.3.2: Does the contractor have to finish DU by DU or can multiple DUs be undertaken at a time to avoid dredging cover materials when starting the adjacent DU? Can a buffer between active dredging and capping be maintained to minimize cross contamination?
Answer: DUs have been removed from the Contract Documents, Plans, and Specifications.
There is no restriction for dredging except as otherwise stated in the specifications. A minimum buffer of 500 feet between active dredging and placement is acceptable as long as other requirements of the specifications are met. The Contractor is responsible for replacing in-kind any placed material that is contaminated as a result of dredging. See Additional Changes Log for additional changes to the Drawings and Specifications regarding dredging, sampling, and materials placement.
PPI 41: The test piles shown on Drawing SC125 are indicated to be incorporated into the final combi-wall. Because these test piles are driven individually and separated by approximately 20 feet, it will be extremely difficult to make all of the intermediate interlocked connections after the fact. Is it acceptable to drive these test piles south of the combi-wall alignment and then cut them off and abandon the driven portion in place once all of the PDA data is acquired?
Answer: Bulkhead wall plan and elevation in in detail drawings E1 and A1 in Sheet SC125 of the drawing set will be revised to show the acceptable test pile locations based on the marked-up clip below. Also see revisions to drawing SC125 General Note 2 and Specification 31 62 16.13 Section 3.3.1(b) in this amendment.
PPI 43: On Drawing SS150 Section F1 “Gangway Plan” the new gangway is shown dimensionally as 78-feet-long. In the Elevation View C1 on the same drawing the gangway is labelled as “80’ Gangway.” Please confirm the desired length of the new gangway.
Answer: The new gangway length shall be 80 ft. Drawings will be updated to reflect this.
PPI 44: Note 4 on Drawing SD142 “Floating Dock Structural Demolition Plan” states (paraphrasing here) that utility connection details are to be found on Drawings TW106 thru TW112. It does not appear that these drawings have been provided in the current set of documents. Please advise.
Answer: This cross-reference is incorrect. This note will be updated; the reference to Sheets TW106-112 will be replaced with Sheets CU441, CU 442, FM441, EP141, EP142, EP 541, and EP 641.
PPI 47: On Drawing CD108 and CD109 you have note #3 Eco Block Barrier to be moved from Lease Line Fence to perimeter area. Are these eco blocks existing? If so, where is the Lease Line fence located that we are to obtain these blocks from? Note 4 states “For relocation call contracting officer.” Are we to relocate these blocks once we are finished?
Answer: See revised CD108 and CD109 in this amendment.
PPI 49: Will the contractor employees require a TWIC card (Transportation Worker Identification Credential) to access the project site location?
Answer: No, a TWIC will not be required to access the project site. However Base Seattle Uses RapidGate for contractor access, see 01 14 00 Paragraph 1.4.1.2 for Base access requirements.
PPI 50: Due to the amount of in-water work required for this project and the limited time allowed to complete this work due to the fish window restrictions, we request the contract time of completion be extended to March 1, 2028, or a total duration of 1,320 calendar days from award date, which would be 7/14/2025 based on current bid date.
Answer: Period of performance is extended to 1,320 calendar days.
PPI 51: This project will generate excess soil and concrete debris outside of the dredging work.
You have identified the hazardous materials on Drawings H100 to H200 for asbestos, lead, and lighting ballasts. Yet we see no mention of soil or concrete debris contamination. Unless told otherwise, we are going to assume these materials will be treated as nonhazardous and can be disposed of accordingly.
Answer: This approach is acceptable for pricing, but Contractor shall note that we do not have data confirming material is non-hazardous.
PPI 52: On Drawing CD106 we are required to relocate a multi-purpose facility, shower trailers, and an armory. Please let us know where you would like us to relocate these items to. Also, once relocated are we expected to provide utilities for each of them for continued use?
Answer: Some of the items designated on CD106 are called out for removal (off-site) while others are relocation (on-site). The exact location for relocation within the project site is to be determined by the USCG Contracting Officer or their designated representative.
Utilities will be required for the relocated facilities.
PPI 55: Specification Section 01 14 00 1.3.e states: "No in-water work may be performed during the period of February 16th to July 15th, inclusive, without prior written approval of the Contracting Officer or their designated representative. Work conducted above Highest Astronomical Tide (HAT) is not considered in-water work and can be conducted outside of the in-water work window." The top of the existing slope at the location of the new bulkhead wall appears to be at, or near, the highest astronomical tide, and during typical tides will be out of the water. Please confirm if the bulkhead wall installation will be considered in-water work.
Answer: The bulkhead wall installation is considered in-water work.
PPI 59: There are some discrepancies between the electrical and telecommunications plans regarding how the communications conduit is depicted. On the electrical sheets, such as ES101 and ES102, we see a single COM4 and SP4 conduit tag, which would indicate a single 4” conduit plus spare in keeping with similar conduits on the electrical conduit schedule. COM4 is not shown on any conduit schedule that we can find. On T-101 Installation Notes we find reference to (4) 4” telecom conduits travelling the length of the pier, between under pier junction boxes. It’s not clear between these disciplines how many conduits for telecom are required.
Answer: T-101 will be adjusted to match the conduit runs shown in ES101 and ES102. The "COM4" conduit tag will be modified to "SP4", see telecom feeder schedule for communication cable requirements.
PPI 60: Electrical and utility plans call for there to be adequate slack in the conduit/cabling/flex for utilities at the piers and floating docks to accommodate tide changes. Please provide what length is 'adequate', as that is an engineering item we cannot predict and forecast.
Answer: For the fueling lines, different system suppliers will have different installation requirements and bend radius and other factors are not standardized. We have used Doubletrac as the Basis of Design, so any other system supplier used will require confirmation with the supplier that the slack provided will be adequate. Based on tidal variation and bend radius, Contractor shall provide a 45’ vertical slack from the start of turndown to the point of connection to the dispenser sump. The total length (including horizontal distance) shall be dependent on the installed location underneath the pier, and the engineer shall review and confirm the length is acceptable. If the installed location matches the provided drawings, the additional length required for the horizontal distance is 20’ for a total of 65’.
For the electrical lines, See revision noted for Sheet E505 Detail D2 in this amendment
For the sanitary sewer lines, the slack required will depend on which segment of pipe you are referred to. Provide slack in accordance with the below criteria.
1. Where both ends of the line are connected to a floating dock (Subject to elevation change), an additional 5-ft of slack will suffice.
2. Where only (1) end of the line is fastened to the floating dock, and the other end is statically secured (the elevation doesn't change), the tidal swing will need to be factored. In this case, please include (roughly) 20-ft of line to accommodate the tidal swing (Highest Observed Tide – Lowest Observed Tide).
PPI 61: Please confirm that expected permit costs are to be carried in the contractor's bids.
Answer: Confirmed.
PPI 62: "The sheet pile identified in the temp. toe wall to Ex. toe wall connection and future bulkhead wall is a NZ28 section.
