About this file
This document is a Justification and Approval for Other Than Full and Open Competition for the Department of Veterans Affairs. The procurement involves EHRM Infrastructure Upgrades at the Franklin R. Sousley Campus in Lexington, KY, with a project value between $10-20 million. The contract will be a firm-fixed price procurement set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), specifically focusing on three brand-name system installations: Honeywell Notifier Fire Alarm System, Johnson Controls Building Automation System, and Software House iSTAR Ultra with Tyco Video Edge security systems.
The justification emphasizes the need for specific brand-name equipment to ensure compatibility with existing campus infrastructure. Each system is manufactured in the United States and was selected to prevent significant cost duplication and potential functionality issues. The procurement will require contractors to obtain pricing from suppliers for these specific components, with the overall goal of integrating new infrastructure upgrades that meet the Department of Veterans Affairs' requirements while maintaining system standardization at the Lexington VA Health Care System.
