About this file
This is Section J of a federal contract solicitation containing documents, exhibits, and attachments related to water distribution system management and maintenance at the Naval Research Laboratory (NRL).
The section includes six attachments that provide essential reference materials and inventory information. Attachment J-1606000-01 defines key acronyms and terminology relevant to water systems, including standards organizations (ANSI, AWWA, NFPA) and regulatory frameworks (NPDWR, NSDWR, USEPA). Attachment J-1606000-02 lists seven technical references governing water conservation, utility distribution, water supply systems, water main disinfection, and Navy overseas drinking water programs. Attachments J-1606000-03 through J-1606000-06 provide operational and inventory data: the water distribution system serves 102 facilities with approximately 3,000 personnel, comprising over 36,000 linear feet of piping across four primary zones, 89 fire hydrants, and over 400 system valves supplied by DC Water through two primary meters near the Visitor Control Center building. The chilled water distribution inventory, fire hydrant inventory, and water meter inventory details are referenced in separate Excel files. The water meters are read monthly and measure water supply consumption for NRL operations. These attachments establish the baseline infrastructure and regulatory requirements that underpin the contract's scope of work for water system operations and maintenance.

WATER DISTRIBUTION SYSTEM DESCRIPTION AND INVENTORY
The Naval Research Laboratory (NRL) water distribution system provides potable water and fire protection support to 102 facilities, serving a base population of approximately 3,000 personnel. The distribution network consists of over 36,000 linear feet of piping across four primary zones, supported by 89 fire hydrants and over 400 system valves. NRL purchases and receives water from DC Water, with two meters located near the VCC office accounting for over 99% of NRL consumption and an additional water meter for impervious surfaces. The water supply and return lines are below grass, paved parking lots, and roadways.
