About this file
This is a Performance Work Statement (PWS) for electrical power distribution services at Naval Research Laboratory (NRL), Washington DC.
The Contractor shall provide all labor, management, supervision, tools, materials, and equipment to continuously operate, maintain, and repair electrical distribution systems serving NRL. The scope includes operation of all electrical power generation sources (boilers, wind, solar, gas, etc.), standby generators serving multiple facilities, transformers, switchgear, high voltage transmission lines, and medium and low voltage distribution lines. Services exclude components beyond the building electric meter (covered under Facilities Investment 1502000), utility locates and escort services, and service order response (covered under Utility Management 1601000). The Contractor must provide 24/7 operations with on-call personnel responding within one hour and shall maintain an inventory of critical spare parts. Performance standard requires 99.9% uptime annually with unscheduled interruptions minimized. Personnel must be qualified per UFC 3-560-01, with journeyman-level maintenance trades personnel and transformer handlers knowledgeable in PCB procedures. All safety requirements of UFC 3-560-01, NFPA, and NAVFAC SAFE 101 apply. The Contractor must develop and implement a preventive maintenance (PM) program following manufacturers' recommendations and OEM standards, with monthly reporting of schedules, unaccomplished maintenance, and repair status. The Contractor is responsible for incidental repairs up to $250 per occurrence; repairs exceeding this threshold require notification to the Contracting Officer within two hours. Additional recurring services include outdoor substation maintenance (vegetation and debris removal) and meter reading for approximately 86 electrical meters monthly. Non-recurring work may be ordered via DoD FedMall or task order with performance standards matching recurring work requirements where applicable.
