BASIS OF EVALUATION (FAR 52.212-2 Evaluation—Commercial Items)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will perform a Trade-Off Analysis and will make an award to the offeror whose proposal constitutes the Best Value taking into account all factors. Evaluation factors other than price, when combined are significantly more important than price; but, offerors should nonetheless submit competitive prices. The best value tradeoff determination entails an assessment by the Government of whether differences in the technical merit between proposals outweigh difference in price. The Government will not, however, make an award at a significant higher price to gain slights superior technical features.
Factor 1: Technical Capability
The contractor will be evaluated on their technical ability to provide the services requested within the SOO as proposed with their Performance Work Statement (PWS). Contractors must demonstrate how they would accomplish the mission and their approach to fulfilling the requirement. The Contractor shall describe its management approach to include descriptions of the practices in place to help retain key personnel, manage and mitigate risks, and plans to interface with the government, other contractors, and subcontractors, etc.
The Contractor shall not propose a PWS that exceeds twenty-five (25) pages, any information contained on page 26 and beyond will not be evaluated.
The contractor’s quality control plan (QCP) will be a separate document and is will be subjected to a separate page restriction. The Contractor shall not propose a QCP that exceeds twenty-five (25) pages, any information contained on page 26 and beyond will not be evaluated.
The contractor must provide a website for evaluation or sufficient information to articulate whether or not the proposed website meets the needs of the Government. If the Contractor is providing information about website data, it is restricted to a separate page restriction of 25 pages, any information contained on page 26 and beyond will not be evaluated.
The following Sub-Factor’s are listed for the contractor’s knowledge of Governmental Priorities that will have a substantial influence on ratings. These are not listed in a priority order.
Sub-Factor 1: Contractor’s proposed Electronic Formatting of Data & reports to be ran
Sub-Factor 2: Contractor’s proposed rollout efforts
Sub-Factor 3: How Contractor will deal with Regional Fluctuations of vehicles
Sub-Factor 4: Contractor’s QCP & proposed ‘get-well’ procedures & timelines
Sub-Factor 5: Overall PWS narrative & understanding of the requirement
Sub-Factor 6: Contractor’s proposal for Attachment 4 online portal requirements
Factor 2: Past Performance
Shall not exceed one (1) page using the below format. Offerors shall forward the link to the past performance questionnaire found at https://www.surveymonkey.com/r/MSDnationalmaint for three (3) references of similar size and scope. Sufficient Information should be provided to allow the Government to contract the agencies/organization served and asses the quality of the services provided (not to exceed one page).

Factor 3: Price
Price: Price will be evaluated for reasonableness and completeness. This factor shall be judged on the degree to which the proposed price is reasonable and consistent with the work to be performed. The contractor must provide a “total” price.
Technical and past performance, when combined, are more important than price; but, offerors should nonetheless submit competitive prices. The best-value tradeoff determination entails an assessment by the
Government of whether differences in the technical merit between proposals outweigh differences in price.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
