About this file
This is an insurance requirements document issued by the Broward County Aviation Department at Fort Lauderdale-Hollywood International Airport for the Ground Transportation Management Services contract. The document specifies comprehensive insurance coverage mandates that vendors must maintain throughout the contract period. Key insurance requirements include General Liability with minimum limits of $5 million per occurrence and $5 million aggregate for broad form commercial coverage; Auto Liability with $5 million limits for airside operations and $1 million for landside operations; Workers' Compensation at statutory limits; Employer's Liability at $1 million per accident; Property insurance at $5 million; Pollution/Environmental Liability at $5 million; and Cyber and Tech E&O at $5 million. The document was digitally signed on October 29, 2025, and applies to a qualified firm selected to administer and manage all Ground Transportation Management Services functions and oversee the Ground Transportation Program and associated areas at the airport.
Vendors must submit proof of insurance through Certificates of Insurance naming Broward County as the Certificate Holder and additional insured for all liability coverage except professional liability. The County requires 30 days' written notice of cancellation and 10 days' notice for non-payment. Vendor insurance must provide primary coverage without contribution from the County, and vendors are responsible for all coverage deductibles unless otherwise specified in the agreement. Claims-made policies require extended reporting periods of two years for Pollution/Environmental Liability and Cyber and Tech E&O, with maximum deductibles of $25,000 and $50,000 respectively unless approved by Broward County Aviation Department. Any self-insured retention must be declared and approved by the County with proof of financial ability to meet losses. Additional requirements noted include Workers' Compensation coverage for U.S. Longshoremen & Harbor Workers' Act and Jones Act activities on navigable water, and Pollution/Environmental Liability is mandatory for any testing, investigating, digging, or drilling activities on airport property or use of hazardous materials.
