ACAD 312255 – Rehabilitate Schoodic Water & Wastewater Systems
Acadia National Park, Winter Harbor, Maine
August 18, 2022
1.
It is understood that the areas of construction are open to the public all year and that all construction will involve protecting and coordination of vehicular and pedestrian traffic. Can you verify that this is indeed the case?
Verified.
2.
The current travel corridor of the Schoodic Peninsula is primarily
"one-way" and understand that the traffic patterns can't be modified. It is understood that our proposal should be sure to incorporate the added time/cost to follow the required traffic pattern of the park. Can you please verify this?
Verified.
3.
It was mentioned that no UTV/Gator vehicles are allowed to travel the park roads/trails outside of our construction area? Can you please touch on this?
Verified. UTV/ATV and other ‘off-road’ type vehicles are not permitted on park road or trails.
4.
Based on volatility of material pricing and availability could all required materials be purchased and paid at the beginning of the project?
Contractors are allowed to use their discretion to procure materials after contract award in order to be efficient as possible. The Government will work with the awardee on details however, Contractors are advised of the following –
The Government will consider requests for payment of materials in advance after confirming materials are stored and properly secured at a location (on or off site) suitable to the Contracting Officer to prevent any type of loss. Payment for materials prior to incorporating them into the contract work must be accompanied by proof of delivery to a secure location, including a bill of lading for each delivery reflecting the description and quantity as well as photo documentation of each of the material(s) seeking payment for at the site and, if available, physical confirmation of the conditions by the CO. Further, materials paid for in advance are not considered accepted by the Government until the completion of the contract and any materials deemed unsuitable at the time of inclusion into the contract work
ACAD 312255
will be rejected regardless of the payment status.
5.
We could use additional time to prepare our proposals. Is there a possibility to extend the bid due date by several weeks?
See amendment SF30 for due date.
6.
It is understood that the road leading to the well house is not maintained during the winter months and any plowing/sanding required to access this area during the winter months would be the responsibility of the contractor. Can you please verify?
Verified. The Park does not maintain access from November 15 thru April 15.
7.
Is the contractor required to have an office trailer? If not is there any space available within any of the existing buildings to have an office for contractor use?
No building space will be provided under this contract. Contractor is required to provide an office trailer for it’s own use and a separate trailer for Government use.
8.
It was mentioned that due to the peninsula being an old military base that DIGSAFE will not provide services at this location and that a private utility location service will be necessary. Can you verify if this responsibility and cost should be part of our proposal?
Yes, contractor proposal should include private utility location costs.
9. Was the Site Visit mandatory? No.
10.
Do you plan to post the attendees to the site visit via amendment for the above referenced contract in the subject line?
Site Visit Attendees are posted on
SAM.gov under B09_Amend 02_sign in sheet.
11. Are all materials for the project to be domestic (Buy American)?
Yes, refer to FAR 52.225-11 and FAR
52.225-12.
12.
Can you please clarify that Contract item "2" is for all sewer collection system work except for the work outlined in contract items "10-13" as options?
Correct.
13.
Per drawing C2.1 Note 5, it appears that a 6" lift of crushed gravel is required on access drive. Does this refer to the entire Mountain
Road to the Well House from the Loop Road?
The note refers to the entire Mountain
Road to the Well House from the Loop
Road. Please provide a minimum compacted overlay thickness of 4 inches.
14.
There is a "Typical Road Section" on drawing C6.3 that shows 4" of aggregate leveling surface. Can you clarify the material thickness and if this detail is supposed to be in Conjunction with the note as asked in the previous question?
Please provide a minimum compacted overlay thickness of 4 inches.
15.
Initial base course paving indicates 2 1/4" or match existing if greater thickness. Is there any information on what the original thickness is? Bituminous paving is very volatile in price and need a basis for bid.
Please provide a 2-1/4” base course. This matches the details on sheet 4.1 of the
“Rehabilitate SERC Site” plans in Appendix
I and is our best estimate of the thickness expected to be encountered.
ACAD 312255
16.
In the CIPP specifications 3.4.A.1 Contractor shall grout and seal each service connection. On the CIPP Sections table can you please list the amount of laterals to be reinstated and grouted?
Please see the revised CIPP table with the number of laterals for each section.
17.
In the CIPP Sections table there is 16 sections of PVC pipe that is scheduled for lining. We don’t typically line PVC pipe due to the
CIPP not sealing to the PVC. Looking at the observations most say no defect found. The few that have sags and one that has a lateral that has a defect should be excavated to repair. Will you be taking these sections out of the contract? Please clarify.
Proceed with CIPP as shown on the plans.
Please see the revised CIPP and
Replacement Tables. All laterals will be replaced.
18.
It looks like around 20 manholes are labeled to be
“Rehabilitated”. Can we get a detailed description of what is expected for these existing manholes?
Refer to Sewer Manhole Conditions Table in Appendix A of the Project Specifications for existing observations. Refer to Section
33 01 30.81 for requirements of Manhole
Rehabilitation.
19.
Are we replacing the roughly top ten feet of the well casing.
Nothing I find says we are but you are requesting neoprene seal and concrete encasement at what looks like a splice in the casing.
Please clarify.
Refer to Spec 33 11 36 Section 3.1B which states “The Contractor shall shorten or add to the existing steel well casing as necessary to bring it to the required elevation shown on the drawings.” The splice with neoprene wrap and concrete encasement is to be used to adjust the existing well casing height.
20.
Can you point me in the direction of plans and specs for the
Schoodic Water System rehab project in Acadia, ME?
The plans and specs are available (along with many supporting documents) on
SAM.gov.
21.
What is the type of pipe from the well cap to the 4” ball valve? Pipe chart says ductile but plans are drawn as welded steel. Is the pipe carbon steel or stainless steel?
The piping is clarified on reissued drawings. The piping will consist of threaded steel from the well cap to the 4” x 2” flanged DI reducer. Piping will be flanged DI from the reducer through the valve. The ball valve will be switched to a gate valve.
22.
Off the top of the pump you have two ½” ball valves then increase up to 1” air release valve. Are the ball valves supposed to be 1”?
Please provide a single 1” bronze body ball valve specified in Section 40 05 63.
ACAD 312255
23.
I do not see a specification for 4” flanged ball valves that are shown on the well pump discharge.
Please provide a standard gate valve in place of the ball valve specified in Section
40 05 61.
24.
Do you have a specification for the 1” stainless steel ball valves on the pressure assembly? All I can find is bronze in the spec.
Section 33 11 37 Gauges has been added and includes the stainless steel ball valve information. This should be used for the
½” ball valves. There are no 1” stainless steel ball valves.
25.
What is the size is the pressure gauge on the pressure assembly?
4” face?
Provide a 4-1/2” face. Section 33 11 37
Gauges has been added.

27.
Can you please verify that the intent of the special coating specification is to only paint newly installed ductile iron pipe and patch in areas affected by the work? i.e. areas of cut and patch and areas left uncoated from demo. The intent is NOT to prep and paint the entire boiler room and basement in Eliot hall?
Correct.
28.
Was the intent of including the 15 or so original “Rehabilitate schoodic education and research center (serc) site” plans from pkg ACAD150791 just to give bidders a better understanding of what the campus looks like? Or are we supposed to be doing work from those plans. Most notably the site plantings (50/127 and 51/127) and signage plans (90/127,106/127,107/127,108/127) are what I’m most concerned about.
Correct, the scope of this solicitation is included within the contract documents for ACAD 312255. There is no scope to be completed from ACAD 150791. These plans are provided for reference only.
29.
The specifications indicate that a licensed well driller is required for the well pump installation. Where the well is already in existence, would a licensed plumber be allowed to complete the
The submersible well pump and appurtenances shall be installed by an experienced well driller licensed in Maine, ACAD 312255 removal/replacement of the well pump? There are additional items within the new well house that will require a plumber as well.
except as otherwise noted in Spec Section
33 11 36.
30.
There was discussion as to the depth of the existing well during the prebid site visit. Can a depth be verified for bidding purposes? The specifications indicate that we are dealing with 177' of total dynamic head but I am trying to verify the actual depth required to set the new well pump.
Well depth shall be verified by the
Contractor. Per Basis of Design Report, the well is a bedrock well, approximately
150 feet below grade.
31.
Can you verify that the square footage item for insulation is based on the insulation being 1" thick? There is indication that 2" may be required and I understand that would mean being paid twice the quantity for the insulation item - if it is based on 1" thickness.
The Contract Price Schedule has been revised to a quantity of 12,000 square feet of 1” thick insulating board.
32.
On PDF Sheet 1317 of Project Specifications, the CIPP Table, section SERC BLD 1192 CO-1 - SERC MH-B11 is included as CIPP. On PDF Sheet 28 (C4.4) of the Drawings it is labeled as “A Replace Pipe with SDR 21 PVC” It appears to be conflicting information please clarify.
The CIPP and Sewer Replacement Tables were replaced as part of Addendum 1.
SERC BLD 1192 CO-1 – SERC MH-B11 is now listed in the sewer replacement table.
33.
On PDF Sheet 27 (C4.3) of the Drawings section from Schooner Commons to Grease trap is labeled “D Install Cured in Place Pipe” but has an arrow and text identifying it as “Proposed Grease Trap Line”. This also appears to be a conflict.
The “D” label was intended to be “A”.
Replacing the pipe will allow the
Contractor the flexibility to install the grease trap as shallow as possible to reduce rock removal expenses. A revised sheet C4.3 is attached and the CIPP and
Sewer Replacement tables reflect this change.
34.
On PDF Sheet 27 (C4.3) of the Drawings section Cabin 222 to Cabins Pump Station is labeled 6” and “D Install Cured in Place Pipe”. On the above referenced table on PDF Sheet 1317 of the Project Specifications, the item labeled Building 1222-CO1 to Cabins PS appears to be the same section, it is shown as being 4”.
This seems to be a conflict?
The CIPP and Sewer Replacement Tables were replaced as part of Addendum 1. The
CIPP Table has been corrected to show a
6” sewer.
35.
230 903 – 1.3 Section A refers to a specification 230 901 control system integration. Which doesn’t appear to be part of this solicitation package. Could we please get that?
Please disregard reference to Section
230901. The mechanical systems are very simple (exhaust fan and a unit heater) and mechanical systems integration needs are minimal.
36.
230 905 - 1.4 describes instrument input to SCADA please provide information on the existing SCADA system that will be integrated into.
For integration of mechanical items into the SCADA system, refer to Division 40, specifically the following 2 sections:
- 406100 Instrumentation & Control General Part 1.
- 406200 SCADA System, 2.7A.
37.
Sheet 64 – 67 Instrumentation Drawings – verify if the ethernet switch, radio modems and antennae are existing components.
Ethernet switches, radio modems and antennae shown on the Instrumentation drawings are all proposed components.
ACAD 312255
38.
Sheet 67 – please provide information on the existing generator control panel, the utility power cubicles, emergency power cubicle.
Available information on the utility power cubicles and emergency power cubicle is included in Attachment 29_O&M. The only available information on the existing original generator control panel is in

Submission Checklist indicates to submit Section K Reps/Certs.
There are 2 that are "checked" in the list 52.204-17 and 52.204-20.
Do these forms need to be submitted or are they part of our registered account? I try to locate these forms and can't locate them
Within FAR clause 52.204-8 on pages 34-
36 of the RFP, the CO has indicated that an
Offeror submit reps/certs of Ownership or
Control of Offeror (52.204-17) and
Predecessor of Offeror (52.204-20), if applicable.
It’s likely your SAM.gov reps&certs already identifies reps for both clauses listed above. Please review to make sure they are up to date and information about any ownership or predecessors are disclosed in SAM.gov or on your Section K submission.
Part of your Vol. 2 submission should include a PDF copy of Section K from the
RFP (pages 33-40) with applicable indications in fillable clauses.
40.
The 53 page solicitation package indicates on page 49 of 53 to submit the "Attached" General References form. This form does not appear to be attached or included in the supplied documents
This form is available within Attachment
14 – Proposal Submission Package and is also included as Attachment 31 for convenience.
41.
This same page 49 of 53 indicates to acknowledge amendments per instruction in block 11 of standard form 30. I can't seem to locate this information.
The SF30 (standard form) is the cover page for amendments.
The important takeaway is to acknowledge each amendment in your proposal package. There are 2 ways to do this; either is acceptable.
1) Fill in block 19-21 on the original RFP (SF1442) by listing each amendment, its date, and signing and dating this section.
2) Include the SF30 for each amendment in your proposal package and sign and date block 15.
