ACAD 312255 – Rehabilitate Schoodic Water & Wastewater Systems, Acadia National Park, Winter Harbor, Maine
Solicitation Number 140P2022R0043
July 14, 2022
Goals
• Provide potential Offerors an opportunity for thorough site investigation (FAR 52.236-3)
• Provide Offerors an opportunity to gain a better understanding, ask questions, and interface.
• Encourage questions and clarifications at any time. Make sure the group can hear. No side-bars.
• You must submit questions in writing for RFI’s to be incorporated into the contract via a solicitation amendment. It is the Offeror’s responsibility to take notes and submit questions by the deadline.
Background
• This project will rehabilitate the potable water and the wastewater systems in Acadia’s Schoodic District, which were constructed circa 1970s, modified at various times in the years following, and are aged beyond their useful lives. Over
250,000 visitors use facilities in this remote site each year. Improved water and wastewater treatment systems will decrease the likelihood of environmental contamination and compromised health and safety of visitors and employees.
• Work includes renovation of deteriorated lift stations with new pumps, mechanical components, and controls; repair of the supervisory control and data acquisitions (SCADA) system; inspection and replacement of wastewater collection lines; well house reconstruction, and improvements to minimize freezing potential.
Solicitation Review
• Design-bid-build - Small business set aside - Estimated price between $5M and $10M - Offer guarantee for 90 days
• Period of Performance 480 days - One Firm-Fixed-Price Contract - Source selection will be made using BVTO
• NAICS code: 237110 Water and Sewer Line and Related Structures Construction, size standard $39.5M
Proposal Contents
• Price Schedule – 13 CLINs. 9 base award CLINs. 4 Option CLINs. Instructions start on page 46 of RFP. Email only.
• Provide 2 PDFs – Technical and price volumes. There are 6 total factors. Pay close attention to instructions, page limitations, and requested details. Use NPS provided forms – project experience and past performance.
• In the price volume, make sure to include all the requirements from page 49.
Evaluation
• Review the evaluation process starting on page 51.
• State the obvious. Clearly identify and detail in your proposal the criteria that will be used to evaluate proposals.
• Technical factors are in descending order of importance. Past Performance (Factor 6) is less important that technical factors, when combined. All evaluation factors other than price, when combined are significantly more important than price.
Timelines
• Questions are due to the CS/CO by July 25, 2022, at 11am ET.
• Proposal is due to CS/CO on or before August 1, 2022, at 11am ET.
• Direct all inquiries to contracting (contacts below). All inquiries will be redirected to contracting.
• Send concerns, questions, and proposals to Jennifer_Braaten@nps.gov and Tony_Jasper@nps.gov
