1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES
The Government intends to award multiple Blanket Purchase Agreements (BPAs) resulting from this solicitation to the responsible quoters whose quotations conforming to the solicitation results in the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotations:
1. Technical Approach. The quoter’s approach to performing the requirements identified in the SOWs and its capability to successfully perform the agreement will be evaluated. Quoters shall submit a written work process plan that details the following:
a. Evaluation/Inspection Process. Describe the process used to determine the level of repair/work needed.
b. Repair Process. Detail the level of effort and manner of beginning/performing work required to accomplish the work identified in the SOW(s).
c. Repair and Delivery Time. Provide information regarding the estimated repair or reconditioning time required to accomplish the tasks outlined in the SOW(s). This time should include shipping time to the NRC. State the number of calendar days the NRC can expect the equipment/components back at their facility after receipt at the vendor’s facility.
2. Past Performance. The quoter’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
Quoters shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts, within the past three (3) years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to that which is described in the SOW(s).
The quoter shall provide a list of NO MORE than three (3) current/previous contract performance references that includes: contract numbers, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information.
Evaluation of past performance shall be based on the references provided, the quoter’s recent and relevant procurement history with NOAA or its affiliates, and/or any other available source of information available to the Government. The government may contact and interview the past performance references if deemed necessary. Data from the Contractor Performance Assessment Reporting System (CPARS), and/or any other available source of information, may be used at the Government’s discretion to supplement the references provided.
In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available, the Quoter will receive a neutral past performance rating.
3. Price. NOAA will evaluate the quoter’s submitted prices for fairness and reasonableness in relation to this RFQ’s requirements. The quoter shall quote all-inclusive pricing on a firm fixed-price basis, including, but not limited to, wages in accordance with applicable DOL Wage Determinations for the BPA holder’s respective facility(ies), profit, overhead, G&A, and shipping expenses to perform the work specified in the SOW(s).
FAR 52.222-41, Service Contract Labor Standards, applies to each BPA and the BPA holder is responsible for ensuring they comply with paying the appropriate wage rates as identified in the applicable Department of Labor (DOL) Wage Determination (WD) for their respective facility(ies).
The quoter shall use the Pricing Schedule to quote all pricing, or an alternative form providing for the exact same format. The Government will evaluate quotes for award purposes by adding the total price for all years of performance (years 1-5). The Government will multiply the ‘Repair Price per Unit’ by the ‘Estimated Quantity per Year’ to get an ‘Estimated Annual Total Value’. Each Estimated Annual Total Value will be added together to get a Total Evaluated Price (TEP).
As part of the price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by multiplying one-half of the ‘Estimated Annual Quantity’ by the quoter’s final option period prices and adding this amount to the quoter’s TEP. Providing pricing for the optional six-month extension period is not requested or required.
