Statement of Work for the Repair and Reconditioning of the ASOS VGMD G3/G4 Power PC Based VME Bus Single Board Computer (ACU, SCA Processor Board), ASN: S100-1A2A1-2, NSN:
5895-01-519-4485 Version: May 24, 2017
Definitions:
(a) Supplies: includes but is not limited to raw materials, components, intermediate assemblies, end products, and lots of supplies.
(b) Repair and Reconditioning: As outlined in Description of Work paragraph below.
(c) Like New: operating condition, to include internal and external clean/new appearance in accordance with applicable National Weather Service drawing(s), specification(s) or quality assurance provision contained or referenced in the contract.
Description: The Contractor shall provide and maintain an inspection system covering supplies under this contract and shall tender to the Government for acceptance only supplies that have been inspected in accordance with the inspection system and have been found by the Contractor to be in conformity with contract requirements. As part of the system, the Contractor shall prepare records evidencing all inspections made under the system and the outcome. These records shall be kept complete and made available to the Government during contract performance and for as long afterwards as the contract requires. The Contractor shall repair and recondition equipment to a "Like New" operating condition, to include external appearance in accordance with applicable National Weather Service drawing(s), specification (s) or quality assurance provision contained or referenced in the contract. The expectations include the cleaning of the board (and its associated daughter boards) and the operational function checks of the repair board in the NRC Instrument Inspection Unit’s test ASOS system. The repair and reconditioning price shall include the parts, materials, labor, inspection and any shipping cost necessary to return the equipment to operational specifications.
Government Furnished Equipment: The only GFE will be the ACU processor Board. If necessary, the SMON chip (firmware version 5.2.26) and the test procedure to run diagnostics using this chip will be supplied. NRC will supply the latest .hex file for firmware 3.10 if required.
Vendor Furnished Equipment: As required to accomplish repair and reconditioning actions at no additional cost to the government. The vendor will need to develop their own test procedures.
Recommended Equipment and Supplies: None
First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they will need to be inspected and accepted by the NRC’s Technical Inspection and Material Reception Branch before you will be given written “Notice to Proceed” from the Contracting Officer for the remaining units.
Description of Work: All equipment will be inspected and/or evaluated when received for operational performance and physical appearance. Each Processor Board will be repaired and reconditioned to ensure that it is able to pass all factory acceptance tests established by the OEM, as well as, system operational checks within the primary host system for which the National Weather Service utilizes the unit. Processor Board being repaired will also be reconditioned to ensure they are in “Like New” condition in accordance with specifications. The vendor will need to develop their own test procedures.
Warranty Terms: Vendor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.
NRC Final Acceptance: All repaired and reconditioned equipment will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in “Like New” operating condition including external appearance in accordance with the National Weather Service specification drawing or other specification document. The Instrument Inspection Unit will be checking the cleanliness of the connectors and board to ensure no corrosion is present that might interfere with the operation of the board. The Instrument Inspection Unit will verify the Processor Boards will pass diagnostics tests and communicates properly with other components in an operational representative ASOS system. The Unit will verify the Processor Board is using the current firmware (3.10) and includes a sticker on the unit indicating the current version of firmware loaded and a Processor Board with a daughter board will have a minimum battery backup voltage of 3.0 Volts. The Processor Board must then perform all normal processing using the ASOS operating and applications software in a live ASOS system with operational sensors. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
Deliverables: Each repaired and reconditioned unit when returned to the Government, by serial number, shall be supplied with a Failure Analysis Report documenting the repair and reconditioned action taken including the probable or most likely cause of the malfunction and Test Data Sheet of unit specific readings. Partial return shipments are encouraged at no increased cost, but not required. The expected turn-around time for this equipment is 12 weeks from receipt of equipment at the vendor facility.
Final Note: If the unit has a major problem that prevents a quality repair, do not work on the item until the issue can be resolved. Also when unforeseen problems arise that may need clarification, please contact the NRC, ASOS Repair Unit (816) 823-1058.
