Statement of Work for the Repair & Reconditioning of Visibility Enclosure, (ASN: S100-
2MT5A1)
Version: March 7, 2016
Description This Statement of Work (SOW) describes the basic work required to repair and recondition a Visibility Enclosure and final NRC quality acceptance requirements. It is not intended to be a step by step description of the repair process. The vendor will need to develop their own detailed repair procedures.
Government Furnished Equipment: The NRC will furnish the Visibility Enclosures to be repaired and reconditioned. If requested, the NRC can supply the AAK power supply (S100- 2MT5A1PS1), baseplate heater with thermostat, or controller board. The vendor is responsible for other replacement electronic parts and any needed supplies. The vendor may contact the NRC if the vendor feels there is a need for additional GFE equipment.
Government Furnished Data: None.
Vendor Furnished Equipment: The vendor is responsible for all electronic equipment (beyond the power supply) and supplies. The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White).
Recommended Equipment and Supplies: No recommendations.
First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they will need to be inspected and accepted by the NRC’s Instrument Inspection Unit before you will be given the “Notice to Proceed” from the Contracting Officer or their designated representative for the remaining units.
Description of Work – Work Procedures:
Inspect the S100-2MT5A1, Visibility Enclosure for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact NRC with any comments, questions, or concerns.
The following steps may be accomplished in any order deemed necessary by the vendor.
Disassemble the unit, including latch hardware.
Clean all parts as necessary. Apply a small amount of anti-seize compound onto each latch bolt before reusing.
Prior to painting, ensure Fiber Optic Modems have protective dust caps on the XMTR/RCVR Ports.
Inspect the EMI gasket and replace this gasket if torn.
Strip, clean, and prep as necessary, then prime and paint the enclosures and any painted parts as needed. Care should be taken not to paint any grounding points or authorized labels. Allow the paint to properly cure before attempting any further repairs. Quality should be considered like-new and meeting NRC Quality Control minimum acceptability standards.
Inspect electrical wiring; power supplies, connectors, circuit cards and components for corrosion, physical damage, electrical damage, or excessive discoloration due to overheating. Repair unacceptable parts as needed.
Reassemble the unit, replacing all missing, corroded, or worn hardware.
Apply 115VAC to the input AC Terminals. Verify all voltages, including the +5Vdc, +15Vdc, and the -15Vdc are passing. Adjust the 24Vdc Regulator to 25.50Vdc +/- .25Vdc.
Connect a laptop with RS232 Serial Port running a terminal emulation program. Press the reset button on the processor card and verify a startup message is displayed on the laptop. Verify the firmware version is 40.0. Run all processor diagnostics. Any self-test that does not pass requires corrective action as needed. Test that are required to pass self-test are as follows:
Add Check RAM Check ROM Check EEPROM Check Enclosure Electronics Heater Inside Ambient Temperature
(See Figure 1)
If Field Discrepancy says Inside Ambient Temperature is wrong, replace Digital Power Supply.
Test results should be considered like-new and meet NRC Quality control minimum acceptability standards. Call NRC if there are any questions or concerns.
Return fully functional and reconditioned Visibility Enclosures to NRC for evaluation by the NRC’s Instrument Inspection Unit.
NRC Final Acceptance: All repaired units will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in a like new condition - for example the unit’s paint job will be inspected for any runs or chips, and the electronic cables, connectors and associated hardware for corrosion and functionality. The Instrument Inspection Unit will verify each unit meet both material and operational requirements and test each unit for proper and accurate functionality in the Unit’s ASOS system. Any inspected item that does not meet acceptance criteria will be returned to the vendor at their expense.
Final Note: When unforeseen problems arise that may need clarification, please contact the ASOS Repair Shop (816-823-1058). If the unit has a major problem that prevents a quality repair, do not work on the item until the issue can be resolved.
