Statement of Work for the Repair and Reconditioning of 1088 Dew-point Sensor, NSN:

6660-01-412-2335, ASN: S100-2MT4A1A1-1

Version: Revised July 10, 2018

Description: This Statement of Work (SOW) describes the basic work required to repair and recondition the 1088 Dew-point sensor. NRC quality acceptance requires the units will be in a like new condition and to meet the operational specifications. The repaired units must pass all quality assurance tests and function properly in the NRC’s QC ASOS system to be accepted.

Government Furnished Equipment: The units to be repaired and reconditioned (1088 Dew-point Sensor, S100-2MT4A1A1-1). No additional parts or supplies will be provided.

Government Furnished Data:

Vendor Furnished Equipment: All parts and supplies needed to complete repairs. Any vendor who attempts to repair the 1088 Dew-point Sensors will need to provide all parts and supplies and any test fixtures required to complete repairs. A parts list and current pricing as of 1/1/18 has been provided by the OEM for most, if not all, parts within the assembly on the last page of this SOW. Parts that are industry standard parts and readily available from multiple suppliers can be purchased at the supplier of vendor’s choosing. Part substitutions, both electronic and mechanical, are not allowed at the discretion of the vendor. If original parts are not available from outside sources then parts must be purchased from the OEM: Technical Services Laboratory in order to maintain configuration management and device accuracy as purchased.

One specific part that has not had the specifications provided or a commercial part number provided is the thermoelectric cooler. This part is a critical component of the overall operation of the device and will need to be procured from the OEM unless vendor can prove that they have received the specifications of this part from the OEM and are providing the same part from an alternate source. Substitutions are not allowed without NRC approval and will be cause for QC rejection.

Recommended Equipment and Supplies: Vendor’s choice.

First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they will need to be inspected and accepted by the NRC’s Instrument Inspection Unit before you will be given the “Notice to Proceed” from the Contracting Officer for the remaining units.

Description of Work – Work Procedures: Inspect the S100-2MT4A1A1-1, 1088 Dew-point sensor for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the National Reconditioning Center (NRC) for a replacement unit. The following steps may be accomplished in any order deemed necessary by the vendor. Steps may be skipped if not required.

Notes:

• Some of the 1088 Dew-point Sensors have a conformal coating on the main board. Repair of these units will require the vendor to remove the conformal coating, make the needed repairs and then re-apply conformal coating.

• Not every repair requires replacement of the mirrors, but may require the cleaning, polishing or potentially re-plating of the mirrors. In addition to replacement, any of these three methods of mirror refurbishment are acceptable based on the level of wear and tear that has occurred to the mirror. The repair vendor will need to develop this capability without help from the NRC.

The following is the basic process. The detailed procedures shall be developed by the vendor.

• Disassemble the unit.

• Clean parts as necessary to meet like new condition.

• Ensure cable/connector is clean and the cannon connector shell turns freely.

• Touch up or repaint painted parts as necessary with the current color.

• Remove the necessary components from the circuit board to allow repair.

• If the thermoelectric cooler is being replaced/repaired it must be re-soldered to the heat sink assembly. Use of heat sink paste as a replacement for soldering the thermoelectric cooler is not allowed nor is any other method of securing the thermoelectric cooler to the heat sink assembly i.e. the use of RTV or similar products.

• If the unit has conformal coating, it is not necessary to re-coat the circuit board with conformal coating.

• Reinstall removed components, replacing any that may be faulty. Reuse the optical bridge components, if appropriate. Replace if faulty.

• Replace the banana jacks for the fan power if necessary (must replace if corroded or broken).

• Reassemble and test the unit. Verify that unit operates within specifications.

• Make sure the serial number is visible on the unit.

Return repaired/reconditioned units to the NRC for acceptance.

NRC Final Acceptance: All repaired units will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in a like new condition. Dew-point Sensor Circuit Boards shall have all solder connections environmentally sealed. The Instrument Inspection Unit will verify Dew-point Sensors meet operational requirements by testing each unit for proper and accurate functionality in a QC ASOS system. Units shall meet the ambient/dew-point temperature specifications noted above. QC Inspections will be conducted on, but are not limited to: thermo-electric coolers, mirrors, banana jacks, cannon plug, paint, and conformal coating of boards or environmental seals of solder connections. Any inspected item that does not meet acceptance criteria will be returned to the vendor for rework at no additional cost to the Government.

Final Note: When unforeseen problems arise that may need clarification, please contact the contracting officer on the contract or the Weather Services Repair Branch Chief, Richard Vogel via email at richard.vogel@noaa.gov documenting the issue with as much detail as possible. If the unit has a major problem that prevents a quality repair, do not work on the item until the issue can be resolved with the NRC.
