Statement of Work: Repair and Reconditioning of Visibility Cross-Arm, NSN: 5340-01- 368-4827, ASN: S100-2MT5A2, Version: June 22, 2017
Description: This Statement of Work (SOW) describes the basic work required to repair and recondition a Visibility Cross-Arm and final NRC quality acceptance requirements.
Government Furnished Equipment: NRC can provide heaters, seals and gaskets on an as needed basis. If a request needs to be made, please call the NRC logistics point of contact for assistance.
Government Furnished Data: No government furnished data.
Vendor Furnished Equipment: Vendor shall provide the following tools at a minimum to perform the following repairs/checks.
• Wiring check: Digital Volt/Ohm Meter
Recommended Equipment and Supplies: The vendor is responsible for all equipment and supplies. The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White). If there is any need for information related to equipment or supplies, call the National Reconditioning Center (NRC) for assistance.
First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they will need to be inspected and accepted by the NRC’s Instrument Inspection Unit before you will be given the “Notice to Proceed” from the Contracting Officer for the remaining units.
Description of Work – Work Procedures: Inspect the S100-2MT5A2, Visibility Cross-Arm for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the NRC with any comments, questions, or concerns.
The following steps may be accomplished in any order deemed necessary by the vendor.
Remove caps from Cross-Arm. If unit has a mid-point access cover, remove the cover. Clean the inside of the assembly. Clean all parts as necessary. Inspect lens area, and clean with alcohol.
Strip, prepare, prime, and paint cross-arm and any painted parts as needed. Care should be taken not to paint any grounding points or authorized labels. Quality should be considered like-new and meet NRC Quality Controls’ acceptability standards.
Inspect electrical wiring, connectors, coax cable, and components for corrosion, physical damage, and electrical damage. Inspect white 3 pin Molex connectors and ensure connectors are undamaged. If pins are damaged and need to be replaced contact Jay Wellman, ASOS Senior Electronics Technician @ 816-823-1058 for a list of approved parts and tools to perform this repair. Inspect black connectors and verify high-tension gold-plated pins are used, and wires do not show excessive discoloration due to overheating. Repair or replace unacceptable parts as needed. Wire harness needs to be approximately 124” from cross-arm cable exit to connectors.
Ground wire needs to be 120” minimum.
Reassemble the unit, replacing all missing, corroded, or worn hardware. Lubricate latch and verify its operation. Replace gaskets and seals in the caps and access cover as needed.
Resistance test all cables and heaters and verify readings are passing. The ohm value of the transmitter and receiver window, hood and electronics heaters should match within 2%.
Nominal values normally seen are as follows but the critical aspect is the 2% matching.
TX & RX Window Heater: 115 ohms +/-10% TX & RX Hood Heater: 12 ohms +/-10% TX & RX Electronics Heater: 56 ohms +/-10%
Replace the heaters as necessary to achieve the proper ohm value balance. While testing the heaters, press down on connection point to verify no intermittent connection exist. While testing connectors, move wires to verify no intermittent connection exists.
NRC Final Acceptance: All repaired and reconditioned equipment will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in “Like New” operating condition including external appearance in accordance with the National Weather Service specification drawing or other specification document. The Instrument Inspection Unit will be checking the cleanliness of the cross-arm assembly and connectors to ensure no corrosion is present. The Instrument Inspection Unit will verify the units meet requirements, to include measurement of cable harness and ground cable length, and test each unit for proper and accurate functionality in the Unit’s ASOS system. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
Final Note: When unforeseen problems arise that may need clarification, please contact the NRC, ASOS Electronics Technician @ 816-823-1058. If the unit has a major problem that prevents a quality repair, do not work on the item until the issue can be resolved.
