Description This Statement of Work (SOW) describes the basic work required to repair, recondition and paint a Temperature-Dew Aspirator, ASN: S100-2MT4A1A2 and final NRC quality acceptance requirements.
Government Furnished Equipment: None, the vendor is responsible for all equipment. If there is any need for GFE equipment, call NRC for assistance.
Government Furnished Data: None.
Vendor Furnished Equipment: Vendor will supply all painting materials, new banana plugs (Abbatron / HH Smith P/N: 145) and new fans (EBM-PAPST P/N: 4606X). The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White).
Recommended Equipment and Supplies: No Recommendations.
First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they will need to be inspected and accepted by the NRC’s Technical Inspection and Material Review Branch before you will be given the “Notice to Proceed” from the Contracting Officer or their designated representative for the remaining units.
Description of Work – Work Procedures: Inspect the S100-2MT4A1A2, Temp-Dew Aspirator for major defects (damaged or cracked housing). If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact NRC with any comments, questions, or concerns.
The following steps may be accomplished in any order deemed necessary by the vendor:
Completely disassemble Aspirator assembly. Note the location of every part removed, it will be critical that during the assembly process the parts are assembled in the correct order.
Clean parts as needed. Strip, prep, prime and paint any painted parts as needed. Care should be taken not to paint any grounding surfaces or authorized labels. Quality should be considered like-new and meet NRC Quality Controls’ minimum acceptability standards.
Inspect electrical wiring, connectors and components for corrosion, physical damage, electrical damage, or excessive discoloration due to overheating. Inspect brackets and welds for breaks and cracks. Repair or replace unacceptable parts as needed.
Replace the fan with specified type (PAPST 4606X model). Fan must be installed with the flow in the correct direction.
Replace the 2 banana jacks and wiring as needed. Ensure any hardware and insulators are installed in the correct order.
Reassemble the unit, replacing all missing, corroded, or worn hardware. Care should be taken to install all parts in the correct order. Verify fan spins freely.
Apply 115VAC and verify fan spins. Air Flow direction must be from bottom of the aspirator and exhausted out the top.
NRC Final Acceptance: All repaired and reconditioned units will be inspected for material workmanship and tested for operational performance at the NRC. To meet the material workmanship requirements, the units will need to be in a like new operating condition including external appearance in accordance with the National Weather Service specification drawing or other specification document, for example the unit’s paint job, cables and associated hardware.
The Technical Inspection and Material Reception Branch will verify units meet both material and operational requirements and test each unit for proper and accurate functionality in the QC ASOS system and/or a bench test. The Branch will verify new fans and banana plugs have been installed in the Aspirator and the fan is operating properly. Any inspected item that does not meet acceptance criteria will be returned to the vendor for rework at no additional cost to the government.
Final Note: When unforeseen problems arise that may need clarification, please contact the NRC ASOS Repair Unit @ 816-823-1058. If the unit has a major problem that prevents a quality repair, do not work on the item until the issue can be resolved.
