About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is procuring 35 Gill Instruments MaxiMet all-in-one weather sensors for the National Data Buoy Center's SCOOP system at Stennis Space Center. This is a brand name requirement due to the unique performance and compatibility of the MaxiMet sensors in harsh marine environments, with NDBC having conducted extensive testing that demonstrated these sensors as the only ones meeting their technical, operational, and environmental requirements. Alternative sensors failed to meet performance standards due to water intrusion, high failure rates, sensor drift, and insufficient survivability. The government will evaluate quotes based on two primary factors: price and past performance, with award going to the responsive responsible quoter providing the best value under FAR 13.106-2(B)(3). Amendment 0001 removed the option year (CLIN 0002) and extended the offer submission deadline to September 5, 2025, at 3:00 PM EST.

This procurement is designated as a small business set-aside under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing). The contract requires 35 weather sensors with temperature, humidity, pressure, wind speed and direction, and compass capabilities, to be delivered within 45 days after order receipt with an anticipated exercise date of December 30, 2025. Offerors must be registered in the System for Award Management (SAM) with a unique entity identifier and must address nine specific instruction points in their quotes to avoid being deemed non-compliant. The place of performance is listed as Grandview, MO, though the sensors will be delivered to the National Data Buoy Center at Stennis Space Center, Mississippi. While no specific contract value is mentioned, the solicitation emphasizes that contractors must confirm the injection mold will be made in the United States and provide comprehensive contact information for evaluation purposes.

Amendment 0001**

The purpose of this amendment is to remove CLIN 0002 (Option Year) from the solicitation. As amended, the solicitation will only include CLIN 0001 as described in the Schedule of Supplies/Services.

Instructions to Offerors:
Offerors shall acknowledge receipt of this amendment by signing and returning a completed copy of Standard Form (SF) 30, Amendment of Solicitation/Modification of Contract.

Failure to return a signed copy of the SF30 with your offer may result in the offer being considered non-responsive.
The due date for receipt of offers is hereby extended to September 5, 2025, at 3:00 PM EST. All other terms and conditions of the solicitation remain unchanged.

The National Data Buoy Center (NDBC) requires 35 Gill Instruments MaxiMet all-in-one weather sensors for use with the SCOOP system. This is a brand name requirement due to the unique performance and compatibility of the MaxiMet sensors in the harsh marine environment. The Government intends to make an award to the responsive responsible quoter providing the best
value in accordance with FAR 13.106-2(B)(3). This is a small business set-aside.

Brand Name Justification

This procurement is for an all-in-one weather sensor that meets the National Data Buoy Center (NDBC)’s technical, operational, and environmental requirements for integration with the SCOOP system. NDBC has conducted extensive testing and evaluation of multiple commercially available all-in-one sensor models.

Alternative sensors failed to meet performance standards due to issues such as water intrusion, high failure rates, sensor drift, lack of serial interface support, and insufficient survivability in harsh marine environments. Some models showed initial promise but did not meet key reliability thresholds for wind, pressure, and temperature measurements, or remain under extended evaluation.

The selected sensor demonstrated the best overall performance, with acceptable data accuracy and significantly fewer deployment failures than others tested. It is currently the only sensor qualified for operational use within the SCOOP system.

READ CAREFULLY: Offers that do not address Instructions to Offerors may be deemed non-compliant.
