1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010)

The Government will issue a delivery order resulting from this Request for Quotation (RFQ) to the responsible contractor whose quotation results in the best value to the Government, considering both price and non-price factors. Evaluation will be made based on the lowest priced, technically acceptable quote received.

The following factors shall be returned and will be used to evaluate quotations:

1. Technical Capabilities:

The contractor shall provide a Technical Capabilities statement/response, no more than ten (10) pages, that explains its ability to meet the requirements specified within the attached Statement of Need, to include:

· The contractor’s ability to match all salient characteristics referenced in the Statement of Need.

2. Price: The contractor’s quoted price listed for this RFQ.

Price Quote: Price quote will be evaluated based on the lump sum pricing for all required licenses for the base and each option period. NOAA will evaluate the contractor’s quoted price for fairness and reasonableness in relation to this RFQ’s requirements

The Government reserves the right not to award a contract.

All quotes received will be evaluated in accordance with the evaluation criteria. The Government reserves the right to make an award without discussions based solely on initial quotes. Therefore, contractors should ensure that their initial quote constitutes their best offer in terms of both price and the Technical Capabilities being proposed.
