About this file

This Request for Quotes (RFQ) from the National Oceanic and Atmospheric Administration (NOAA) seeks to procure four 26-foot Rigid Hull Inflatable Boats, associated trailers, and shipping costs for the NOAA National Marine Fisheries Service Office of Law Enforcement Southeast Enforcement Division. The RFQ is set aside 100% for small businesses and intends to award a firm fixed price purchase order under simplified acquisition procedures. Quotes will be evaluated on technical approach, past performance, and price, with technical factors significantly more important than price. The technical approach evaluation will assess the quoter's performance requirements, safety features, and production/delivery schedule. Past performance will be evaluated based on up to three references from contracts within the last three years that are similar in scope, magnitude, and complexity. Pricing must be provided on a firm fixed price basis with a price breakdown. Quotes are due by the closing date and time identified in the solicitation.

1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures The Government will issue a purchase order resulting from this RFQ to the responsive and responsible Quoter whose quotation results in the best value to the Government, considering both price and non-price factors. The non-price factors when combined are significantly more important than price. The following factors will be used to evaluate quotations:

Factor 1 – Technical Approach. The quoter’s proposed technical approach to meeting or exceeding the minimum contract requirements will be evaluated based upon the following information contained in the quoter’s Technical Volume:

A. Performance Requirements. Quoters shall demonstrate their ability to provide a solution that can meet the minimum performance requirements identified in the SOW. Quoters whose proposed solution exceeds the minimum requirements will be evaluated more favorably. Quoter shall also provide no more than three (3) references including their title, company or agency, phone number, and email. References shall be capable of discussing their experience with regards to the quoted performance capability. The government may contact these references in regards to validating the performance requirements.

B. Safety Features and/or Enhancements. The ability of the quoter’s proposed solution to ensure the safety of onboard personnel and objects will be evaluated. Quoters who provide safety features or enhancements that exceed the minimum requirements identified in the SOW will be evaluated more favorably. Quoters shall demonstrate how the proposed safety features will be of benefit to the Government or otherwise enhance the mission of the NOAA OLE officers. Particular attention will be paid to features that enhance safety during high speed, rough sea, or boarding/working over the side conditions.

C. Production and Delivery Schedule. The proposed production and delivery schedule will be evaluated to determine if the quoter demonstrates an understanding of the requirements identified in this RFQ. Quoters providing an expedited delivery schedule may be evaluated more favorably. Quoters are advised that delivery schedules proposed will become required delivery dates in the resulting contract.

Factor 2 – Past Performance The quoter’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.

Quoters shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts, within the past three (3) years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to that which is described in the SOW.

The quoter shall provide a list of NO MORE than three (3) current/previous contract performance references that includes: contract numbers, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information.

Evaluation of past performance shall be based on the references provided, the quoter’s recent and relevant procurement history with NOAA or its affiliates, and/or any other available source of information available to the Government. The government may contact and interview the past performance references if deemed necessary. Data from the Contractor Performance Assessment Reporting System (CPARS), and/or any other available source of information, may be used at the Government’s discretion to supplement the references provided.

In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available, the Quoter will receive a neutral past performance rating.

Factor 3 – Price. NOAA will evaluate the quoter’s proposed prices for fairness and reasonableness in relation to this RFQ’s requirements. The quoter shall quote all-inclusive pricing on a firm fixed-price basis, including, but not limited to, profit, overhead, G&A, and shipping expenses to perform the work specified in the SOW. A price breakdown of materials, labor, shipping, overhead, and profit shall be provided. The breakdown shall also include the cost of each individual vessel and the associated trailers. The Government’s price evaluation will calculate a Total Evaluated Price (TEP) for each quote, which will be all-inclusive pricing as one lump sum for four (4) vessels, associated trailers, and related shipping expenses.

The degree of importance of the quoted prices will increase with the degree of the equality of the technical proposals. The closer the rating of the technical proposals to each other, the more important price will become and the closer the prices are to each other, the more important technical scores will become.

The Government reserves the right to make an award to other than the lowest priced offer or to the highest technically rated offer if the Contracting Officer determines that to do so would result in the best value to the Government.
