Text version

The purpose of this modification is to amend specification Section 15610 and provide answers to questions submitted.

1. Change the Specifications under Section 15610, Part 2 Products, Section 2.01 as follows:

Section 2.01 should change from:

2.01 APPROVED MANUFACTURERS

A. Cleaver Brooks Model 4WI steam boiler (Basis of Design) B. Johnson Boiler C. Hurst Boiler

To the following:

2.01 APROVED MANUFACTURERS

Cleaver Brooks Model 4WI steam boiler (Basis of Design) (or equal)

2. Can the requirement for a combustion air blower mounted at the top of the Wind-box be amended from section 2.05 F?

Response: Section 2.05 F is amended by striking out the line shown in red below:

Forced Draft Blower: All air for combustion shall be supplied by a blower mounted in the front boiler door above the burner. The with backward curved cast aluminum radial impeller shall be directly connected to a flanged type ODP motor. This rigid mounting with the blower wheel inside the head shall eliminate vibration and reduce noise level. The balanced blower wheel shall be cast aluminum with radial blades. The combustion air damper shall be an integral rotating damper and shall be automatically adjusted for proper air quality by a mod motor to maintain proper fuel-air rations. The blower shall be equipped with variable frequency drive (VFD). VFD shall be furnished with boiler.

3. Can the requirement’s set in section 2.05 A be amended? (Cleverbrooks is the only boiler manufacture in the approved list equipped with hinged access for the entire front wall of the boiler. The access exposes all tubes, burner, burner throat, burner can, and refractory. Johnston and Hurst boilers only allow for bolted removal of the burner from the outside and internal inspection from the Morrison-Tube access located on the back boiler casing.)

Response: No, Section 2.05 A cannot be amended. The Cleaver Brooks may be the only manufacturer that provides hinged door as standard for the boiler. Other boiler manufacturers can provide the hinged door as an option to their standard equipment. Hinged Door is very important to access the tubes without bringing a portable crane to pick up the door. The door is extremely heavy ( 500 to 600 Lbs) and has to be picked up by "A" frame or small crane if it is bolted.

4. Can the CleverBrooks “fuel-to-steam boiler efficiency guarantee” be amended to meet estimated efficiencies across the board for the different boiler manufactures?

Response: No, the efficiency guarantee reflects a standard that FDA/Jefferson Labs Engineering Team has set and is comparable to the levels that we have obtained with the original boiler replacement. These efficiency ratings are important in order receive the rebate levels that have been negotiated with Clear Results and Centerpoint Energy. The efficiency guarantee levels are adequate, and the methods specified are attainable by all boiler manufacturers.

5. Can the emission guarantee in section 2.05 G reflect what the plant is actually permitted to operate per the EPA and can a copy of the permit be provided? (Emission guarantees stated in

12-223-SOL-00177 Amendment 2 2 of 3 section 2.05 G are based on the CleverBrooks 4WI boiler. Equal or increased emission reduction can be obtained by a variety of thermal NOx reduction methods. CleaverBrooks uses Induced Flue Gas Recirculation (IFGR) using combustion air. This is similar to Flue Gas Recirculation (FGR) used by Johnston and Hurst boiler companies. Johnston and Hurst stack emissions estimates differ from CleaverBrooks.)

Response: We have put in a request for a copy of our EPA permit. The emission guarantee reflects a minimum standard that FDA/Jefferson Labs engineering team has set. The emission levels that are specified are adequate.

6. Can an additional boiler manufacture be accepted as an approved manufacture?

Response: The only approved manufacture is the CleverBrooks system. Keep in mind, that during the submittal process, the Government shall determine if the proposed boiler manufacturer meets the requirements found in specification Section 15610. Among other things the boiler manufacture shall provide a single Boiler Management System Main Control Panel that will fully communicate with the existing Boiler #1 controller, the existing DA/Surge Tank controller, the existing economizer controller, and the new Boiler #2 controllers as shown on Sheet M701 and as described in the Specifications, Section 15610. The single Boiler Management System Main Control Panel interface shall be seamless and transparent; such that, the operator can monitor and control all of the points in the boiler plant without any loss or difference in functionality between boiler #1 and boiler #2 and without the need to open more than one software interface. The submittal shall clearly demonstrate that the single boiler management system main control panel interface with seamless and transparent as specified above has been successfully completed on two previous projects with the current system installed (Hawk ICS system) and the proposed alternate. If the Government determines that what has been submitted can not meet the specifications, then the submittals will be disapprove and the contractor will be required to resubmit with a manufacturer that meets the requirements. The Contractor shall be responsible for meeting the specifications at no additional costs to the Government. The contract may be terminated for default if the contractor fails to provide an acceptable submittal.

7. Would it be possible to email me a copy of the asbestos survey for this project?

Response: We do not have an asbestos survey other than what is provided in the drawings, Sheets M303 and M304 and the specs 2410, Section 1.10B Extent of Work. These drawings show where the insulation is located. All insulation is hot. In addition, where metal is bolted to metal has gaskets that are also hot (these are not shown on the drawings but will need to be removed. There are also asbestos ropes found in cavities throughout the boiler.
