About this file
This document is a Solicitation Evaluation Criteria form from the State of Nebraska's Department of Health and Human Services (DHHS) for RFP 120277 O3, seeking a vendor-hosted, web-based Vital Records Management System. The solicitation was released on October 28, 2024, with responses due on Friday, December 20, 2024, at 2:00 PM CST. The procurement aims to replace a 15-year-old system and will support approximately 30 internal users and 5,000 external users, processing around 26,000 births, 18,500 deaths, 12,000 marriages, and 6,000 dissolution of marriage events annually. The contract term is five years with one optional five-year renewal period, with implementation timelines requiring User Acceptance Testing within 12 months and full production environment within 15 months of project kickoff.
The evaluation criteria allocate 100 points, with 25 points for Corporate Overview, 65 points for Technical Response, and 10 points for the Cost Sheet, with potential additional 10 points for oral interviews. Cost points will be calculated based on the lowest submitted cost receiving maximum points. The system must comply with Section 508 and HIPAA standards, interface with the Online Verification System (OVS), and support FHIR messaging. While no specific budget was disclosed, the cost structure requires 40% of implementation costs for implementation and 10% for design and configuration. The vendor must provide up to 160 contractor hours annually at no charge for federal or state regulatory changes, with additional hours billed at specified rates. The current system, built by Netsmart Technologies, contains approximately 10 million records in a 164GB database, and five vendors initially submitted responses, with Voyatek and ManTech deemed non-responsive.
