About this file
The document is a Solicitation Evaluation Criteria file for RFP 120277 O3, issued by the Nebraska Department of Health and Human Services (DHHS) for a Vital Records Management System. The solicitation seeks a vendor-hosted, web-based system to replace a 15-year-old hybrid system, with responses due on December 20, 2024, at 2:00 PM CST. The contract will support approximately 30 internal and 5,000 external users, processing around 26,000 births, 18,500 deaths, 12,000 marriages, and 6,000 dissolution of marriage events annually. The procurement timeline includes User Acceptance Testing within 12 months and full production environment within 15 months of project kickoff, with vendor demonstrations tentatively scheduled for the week of February 17, 2025, and an anticipated contract execution on March 18, 2025.
The evaluation criteria allocate 100 points, with 25 points for Corporate Overview, 65 points for Technical Response, and 10 points for the Cost Sheet, with potential additional 10 points for oral interviews. The contract will be for a five-year term with one optional five-year renewal period, with pricing fixed for the initial term and subsequent renewals not exceeding a 5% increase. Three vendors initially responded (Axiell ALM INC, LexisNexis VitalCheck, and Netsmart), though some were deemed non-responsive. The system must interface with the Online Verification System and support FHIR messaging, with mandatory requirements including cloud-based hosting, 99.9% system availability, and compliance with Section 508 and HIPAA standards. The vendor must provide up to 160 contractor hours annually at no charge for federal or state regulatory changes, with additional hours billed at specified rates.
