About this file
This is Section 01 78 23 (Operation and Maintenance Data) of the Tinker Air Force Base General Requirements specification document, dated January 2022, for federal construction contracts.
The specification establishes mandatory requirements for contractors to prepare comprehensive Operation and Maintenance (O&M) documentation and provide training prior to facility acceptance. Contractors must submit O&M Data, an O&M Database, Training Plan, Training Content, Training Outline, Training Video Recording, and Validation of Training Completion—all requiring government approval (designated with "G"). The O&M Database must be an editable electronic spreadsheet containing minimum information including system equipment lists, installation locations, warranty expiration dates, manufacturer details, model numbers, and serial numbers. All O&M data must be compiled into electronically indexed PDF files on optical disc (CD or DVD) organized by CSI Masterformat numbering system with complete bookmarked directories. Documentation must include manufacturer's standard brochures, schematics, operating procedures, and safety precautions. Five standardized data packages are defined, ranging from Data Package 1 (basic safety, maintenance, repair, and warranty information) through Data Package 5 (comprehensive documentation for commissioned items, including safety precautions, operating instructions, preventive maintenance schedules, troubleshooting guides, wiring diagrams, spare parts lists, warranty information, and contractor contact details).
Training must be provided to building maintenance personnel and occupants prior to beneficial occupancy, with content based on manufacturer recommendations and the submitted O&M manuals. The contractor must submit a written training plan at least 30 days prior to final inspection, coordinate with quality control and the contracting officer, and record all training sessions on DVD. The specification requires 95 percent of instruction time focused on operation and maintenance data, covering startup, shutdown, unoccupied operation, seasonal changeover, controls programming, troubleshooting, health and safety issues, environmental responsiveness, design intent, system interactions, and maintenance sources. Training completion must be validated through signed class rosters, and unresolved attendee questions must be addressed in writing with video modifications as needed.
