About this file
This is a specification document titled "General Requirements for Construction on Tinker Air Force Base" (Section 00 70 00), dated January 2022, establishing baseline requirements for all construction projects on the installation.
The specification mandates compliance with numerous standards including NFPA codes (fire protection, welding, compressed gases, electrical, fire alarm systems), UFC standards (airfield design, fire protection engineering), OSHA regulations (welding, construction safety), and Air Force instructions (antiterrorism, tobacco-free workplace, occupational safety). Contractors must obtain Contractor Identification Badges subject to background checks and security procedures per TAFB Plan 31-101. Work schedules must align with Civil Engineering Directorate hours (0715-1600, Monday-Friday) unless approved otherwise by the Contracting Officer with 48 hours advance notice. Contractors must provide seven calendar days' written notice before commencing work and five business days' notice before resuming after delays exceeding 24 hours. Weather time extensions are available only when unusually severe conditions (exceeding baseline monthly adverse weather days) demonstrably delay critical path activities. Contractors must submit utility outage requests minimum 21 days in advance using the TAFB Outage Request Form; closure requests require 60 days advance notice and 30 days public advertisement. Pre-construction fire alarm testing is mandatory, with contractors responsible for re-certification of modified systems. Key control procedures require immediate reporting of lost keys, with costs for replacement locks or re-keying deducted from monthly payments. Excavation requires hand verification of utilities within six feet, with contractors liable for damages to marked lines; exterior excavation demands a Tinker Excavation Permit and Storm Water Pollution Prevention Plan approval before commencing work. Welding, cutting, and brazing operations require AF Form 592 permits obtained 24 hours prior, with all work performed per NFPA 51B, NFPA 241, and AFMAN 91-203. All contractor vehicles must display company identification and use designated commercial truck gates; cell phone use while driving without hands-free devices results in progressive driving privilege suspensions or bans. Tobacco use is prohibited except in designated areas, with violations potentially resulting in permanent base removal. Contractors must maintain working as-built drawings documenting actual utility locations, provide final record drawings, operations and maintenance manuals, system training, and DD Form 1354 documentation upon project completion.

January 2022 Page 3 Section 00 70 00 minimum of seven (7) calendar days prior to commencing work on a project site, designating the date the Contractor intends to begin work. The Contractor shall notify the Construction Inspector five (5) business days prior to commencing work on a project site. After a work delay exceeding twenty-four hours, the Construction Inspector shall be notified one (1) business day prior to resuming work on a project site. Failure of the Contractor to comply with these requirements may result in removal of work completed prior to making the proper notifications, in order to perform required inspections, at no additional cost to the Government.
1.3.5 Time Extensions for Unusually Severe Weather
This provision specifies the procedure for determination of time extensions for unusually severe weather. In order for the Contracting Officer to grant a time extension under this provision, the following conditions must be satisfied:
The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during that month.
The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
The following schedule of monthly anticipated adverse weather days is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
MONTHLY ANTICIPATED ADVERSE WEATHER DAYS
(Based on NOAA Summary Monthly Normals for Oklahoma City Will Rogers)
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
3 3 5 5 6 6 4 5 5 5 4 3
Upon acknowledgement of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor shall report the occurrence of unusually adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent of more of the Contractor's scheduled work day.
The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of anticipated days in the paragraph above, the Contracting Officer may convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather days.
For projects susceptible to unusually inclement weather, the Contractor may request a "winter recess" from the Contracting Officer. Winter recess timeframe exists from 21 December through 15 March. Be advised that winter recess will not be interpreted as a Government caused delay in
January 2022 Page 4 Section 00 70 00 which damages may be requested by the Contractor. Once the winter recess has been established via modification to the contract, it will remain in force until lifted by the Contracting Officer by the request of the Contractor, or 15 March. The remaining period of performance will then be reestablished upon termination of the winter recess. Under no condition shall the Contractor leave a construction site for a winter recess until written authorization is received from the Contracting Officer, and the project site has been inspected by the Construction Inspector and determined to be sufficiently sustainable through the winter recess.
1.3.6 Work Site Review
Prior to starting any work, the Contractor shall inspect the work area(s) to determine the physical condition of the area. The Contractor, as a result of this inspection, shall promptly notify the Contracting Officer, in writing, of any existing damage(s) or condition(s) that could interfere with work on this contract.
1.3.7 Crane/Lift Usage Restrictions
No construction that may affect air navigation will commence until the 72nd ABW/CC has approved an Airfield Construction Waiver. This includes all proposed operations on Tinker AFB that will involve equipment which extends above the roofline of the adjacent facilities (e.g. cranes, telescoping boom forklifts and manlifts, etc.).
Reference Section 00 71 00 GENERAL SAFETY REQUIREMENTS FOR CONSTRUCTION ON TINKER AIR FORCE BASE for additional information regarding airfield construction waivers.
1.3.8 Utility Outages
Utility outages frequently affect more than one facility or organization and require extensive coordination.
