About this file

This is a Special Provisions specification document for contractors working on Tinker Air Force Base (TAFB), issued in January 2022.

The document establishes mandatory requirements for all contractor activities on the base, with particular emphasis on airfield operations and safety. Contractors must coordinate all airfield activities with the Contracting Officer and Chief of Airfield Management prior to commencing work and must comply with TAFBI 13-204 (2021) Airfield Operations. All runways, taxiways, and aprons must remain open during projects unless otherwise directed, and construction vehicle and equipment heights are limited to 12 feet above surface. No equipment or personnel are permitted on aircraft movement areas or within 200 feet of runways without Tinker Control Tower authorization. For projects exceeding seven days, all contractor personnel operating equipment or vehicles within movement areas or on aircraft-parking ramps must complete flight line driver training and possess portable radios capable of communicating with Tinker Ground Control. The Chief of Airfield Management may authorize short-term exemptions from training requirements but will provide flight line orientation briefings. Contractor responsibilities also include dewatering excavated areas using sufficient pumps to remove rainwater as soon as practicable, following designated haul routes, and managing traffic control and barricades in accordance with Department of Transportation standards for automobile movement areas. Road closure restrictions apply: on two-lane roads only one lane may be blocked at a time, while four-lane roads must maintain at least two open lanes at all times and three during rush hours. All costs for traffic control and barricades are the contractor's responsibility at no additional cost to the Government. Waste materials removed become contractor property and must be disposed of off-base. The document permits winter recess negotiations between December 1 and March 1 as a no-cost modification extending delivery order completion dates accordingly.

The haul routes to be used by the Contractor shall be as directed on the project drawings or by the Contracting Officer.

1.4 AIRFIELD OPERATIONS

All contractor activities on the airfield shall be pre-coordinated with the Contracting Officer in conjunction with the Chief, Airfield Management (CAM) prior to the Contractor proceeding on the airdrome. The provisions of TAFBI 13-204 and Section 00 80 05 SPECIAL PROVISIONS FOR WORKING ON OR NEAR THE AIRFIELD shall be strictly adhered to.

All runways, taxiways and aprons shall remain open during this project, unless specified otherwise by the Contracting Officer. The height of construction vehicles and equipment shall be limited to 12 feet above the surface.
