The Government is issuing this sources sought announcement as a market research survey for a Safe Drinking Water Project Manager.This announcement shall NOT be construed as a commitment by the Government; this is not a Request for Proposal nor Request for Quote.Any costs incurred as a result of this announcement shall be borne by the Respondent and will NOT be charged to the Government for reimbursement.Scope of Work: The purpose of this work effort is to provide management and operations of the Safe Drinking Water Program for Kadena AB and all military housing units in various areas in Okinawa, Japan. The Contractor shall perform and manage various safe drinking water tasks, to include performing water sampling in various locations in Okinawa, complete chain of custody, ship water samples to laboratory for analysis, prepare annual sampling and analysis budget, and conduct annual vulnerability assessment review. This publication serves as notice of intent to procure service from Delta Stewardship Council located in Sacramento, California for the US Department of Commerce, NOAA, National Marine Fisheries Service for ( Introduction )The National Oceanic and Atmospheric Administration's National Marine FisheriesService (NMFS) seeks to develop a contract with the Delta Science Program to provideassistance with development and implementation of three major research and reviewprojects to be conducted in 2010. These tasks are associated with the implementationof the Reasonable and Prudent Alternatives (RPAs) for the Central Valley Project andState Water Project operations biological opinion (OCAP Opinion).II. BackgroundNMFS seeks the scientific expertise afforded by the Delta Science Program indeveloping the scientific framework for these projects and providing independent reviewof the research and information being used to guide these projects. Accordingly, NMFShas identified the following three tasks: (1) Review the experimental design for the sixyearacoustic tag experiment to assess the behavior, movement and survival ofsalmonids rearing and outmigrating through the lower San Joaquin River; (2) Coordinatean Integrated Annual Review science workshop with NMFS, the United States Bureau ofReclamation (USBR) and United States Fish and Wildlife Service (FWS) to review the2010 water operations and research to determine whether any measures prescribed inthe OCAP RPAs should be altered in light of information learned from the prior wateryears' operations or research; and (3) host a public workshop on integrated life cyclemodels.III. Description of Work and ServicesTask 1: Provide science advisors to assist with the experimental designfor the six-year acoustic tag experiment to assess the behavior,movement and survival of salmonids rearing and outmigrating throughthe lower San Joaquin River.The six-year acoustic tag experiment is RPA Action IV.2.2 (page 645) in theOCAP Opinion, and is intended to provide important information about theresponse of fish migration to flows, exports, and other stressors in the SanJoaquin River corridor. The experiments should be designed to ensure thatresults are statistically robust and uncertainties due to experimental designhave been minimized to the fullest extent possible. NMFS anticipates thatstudies will utilize clipped hatchery steelhead and hatchery fall-run Chinooksalmon as test fish. The Delta Science Program will provide a minimum oftwo scientific advisors to provide acoustic telemetry and statistical assistanceas well as fisheries expertise (at least one data user expert is preferred). TheDelta Science Program will assist with the development of the experimentaldesign, to include:• An evaluation of whether:o it meets the list of issues identified in Action IV.2.2(2) (OCAPOpinion page 646);o it would result in statistically robust results;o uncertainties have been minimized to the fullest extent possible;o clipped hatchery steelhead and hatchery fall-run Chinook salmonare the appropriate test fish, and any advice on the source of thetest fish; ando it meets the objectives of the experiment (OCAP Opinion page645).• Comments that summarize the above evaluation.Task 2: Coordinate an Integrated Annual independent review panel toreview the 2010 water operations and research to determine whether anymeasures prescribed in the OCAP RPAs should be altered in light ofinformation learned from the prior years' operations, monitoring orresearch.The NMFS OCAP RPA (NMFS' OCAP Opinion, section 11.2.1.2, starting onpage 583) requires USBR and NMFS to host a workshop no later than November30 of every year to review the prior water years' operations and to determinewhether any measures prescribed in the RPA should be altered in light ofinformation learned from the prior years' operations or research. The intent ofthis annual review is to inform NMFS and FWS as to the efficacy of the prioryear's water operations and regulatory actions prescribed by the RPAs, and todetermine if there is any justification for amending specific measures in the RPAsto reflect new information, provided that such amendments are consistent withthe Opinions' underlying analysis and conclusions and do not limit theeffectiveness of the RPAs in avoiding jeopardy to listed species or adversemodification of critical habitat. The Delta Science Program will coordinate andhost the review panel to include the NMFS and FWS 2008 biological opinionsand will coordinate with NMFS, FWS, USBR, and the California Department ofWater Resources (DWR) to gather information and data pertaining to theimplementation of the OCAP RPAs, to include:• The effectiveness of the real-time operations and technical team process(including documentation and elevation procedures);• Implementation of operations actions and triggers, including the timing ofreporting;• Timelines for and progress of habitat restoration actions;• Results of any research conducted; and• A review of the utility of the existing monitoring stations and costs/benefits ofadding monitoring stations.Based on the review of the information and data, and the public workshop, theDelta Science Program will provide a written independent review panel report toNMFS, FWS and USBR regarding any RPA action(s) trigger or implementationprocedure (including monitoring stations, salvage techniques, etc.) within theconstruct of the current Biological Opinions that could be tailored to be moreeffective or feasible. The panel will not be responsible for review of the RPAs, asthis was already completed by the National Academy of Sciences.Task 3: Host a public workshop on integrated life cycle modelsVarious peer reviews of NMFS' OCAP Opinions (i.e., October 22, 2004 final, andDecember 11, 2008 draft), and the National Academy of Sciences' March 19,2010, report1 have confirmed the need for life cycle modeling in order todetermine the effects of proposed water operations actions and the effectivenessof prescribed actions on the listed anadromous fish species. The Delta ScienceProgram will host a public workshop on integrated life cycle models, to include:• Soliciting the availability of existing and potential integrated life cycle models(e.g., OBAN, Shiraz);• Scheduling a public workshop that includes presentations of the life cyclemodels by the principal model developers;• Provide a report to NMFS, summarizing the various life cycle models, prosand cons of each model, and the capability of the various life cycle models tointegrate the life cycles of multiple species, including Delta smelt, to beutilized in determining the effects of water operations on multiple species.• Further planning is needed with FWS to include Pelagic Organism Declinespecies.IV. Period of PerformanceThe period of performance of this contract shall be August 15, 2010 to December 31,2010.V. DeliverablesAll deliverables will be submitted to the Government Project Officer.1: Not later than September 15, 2010, Contractor shall provide comments on theexperimental design to be used to guide and instruct the investigators. Thecomments should also include any suggested alternatives or variations to theexperimental design, and rationale for the suggestion(s). (Task 1)2: Public Integrated Annual Workshop to be held no later than November 30, 2010.(Task 2)3: Final report shall be completed by the contractor by December 31, 2010, whichincludes recommendations to NMFS and FWS regarding any RPA action thatcould be tailored to be more effective or implementable, within the construct ofthe existing NMFS and FWS Biological Opinions. (Task 2)1 "A Scientific Assessment of Alternatives for Reducing Water Management Effects on Threatened andEndangered Fishes in California's Bay Delta"4: Public workshop on integrated life cycle models shall be held no later thanSeptember 30, 2010. (Task 3)5: Not later than October 31, 2010, contractor shall complete a report that includesadvice to NMFS regarding any RPA action that should be modified to be moreeffective or implementable. (Task 3)VI. The Bureau of Land Management (BLM), Oregon State Office and the Forest Service cooperatively propose to negotiate a noncompetitive award of a five-year incrementally-funded contract with the State of Oregon, Department of Environmental Quality (DEQ), 811 SW 6th Avenue, Portland, OR 97204 for operation and maintenance of an existing Government-furnished fixed system composed of 11 continuous smoke monitors (Radiance M903 nephelometers) covering the period FY2011 through FY2015. The following services will be required: 1) Equipment installation and operator training: assemble and configure equipment at contractor lab facility, transport and install equipment at various monitoring locations when ready and available, train BLM and Forest Service site operator(s) at each site, provide filters and holders for PM2.5 sample collection associated with the medium-volume sampler, report PM2.5 mass data electronically each quarter to BLM and Forest Service; 2) Site Operations: provide review of operation procedures for BLM and Forest Service staff, ensure that BLM and Forest Service staff have copies of operating procedures, provide technical support for each site, provide monthly site review during operations period, supply routine data quality control, editing, and archiving of the data record, do off-site trouble shooting and network support via site phone, do non-scheduled repair trips as needed; 3) Data Retrieval: ensure that BLM and Forest Service staff have written procedures on retrieval of data from the site(s) data loggers, retrieve hourly data averages twice daily and store for later use, ensure that BLM and Forest Service staff have written procedures on retrieval of hourly data from stored sources, provide any technical assistance needed with data retrieval problems from established site(s) within the network; 4) Site Shutdown: following the prescribed operating site season of use, equipment will be shut down and removed for off-season storage in the contractors laboratory, repairs (if needed) will be accomplished along with storage maintenance work. Project Area: Nephelometer sites are located within the communities of Burns, Roseburg and Grants Pass, Oregon. Nephelometers are also located within the rural areas outside of the designated population areas in Oregon at Provolt and Shady Cove Oregon areas. The State of Oregon, DEQ, is uniquely qualified to provide the needed support as they are the only contractor known to possess the following qualifications needed to meet the Bureau's requirements: (a) Ability to expand a state-operated air quality monitoring network that has passed state quality assurance and quality control criteria; (b) ability to provide data from the existing DEQ database containing related data from other locations; and (c) ability to utilize a data collection process sanctioned by the state DEQ free of actual or perceived bias by federal land managers.Firms who possess the capability to perform the named services may submit their qualifications in writing specifically addressing the three criteria described above to the Contracting Officer.
