About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking a sole-source contract with the Sacramento Metropolitan Air Quality Management District for annual air emissions permits for the Mather Medical Center. The procurement is being conducted under FAR 13.106-1(b)(2) with the justification that only one source can meet the government's requirements. Potential vendors are invited to submit a quote demonstrating their capabilities, with responses due by May 27, 2025, at 11:00 AM Pacific Time to Leah Smith via email. The contract covers permit renewals for multiple specific permit numbers, with the government reserving the right to consider alternative sources if compelling evidence is presented. Evaluation will focus on the vendor's ability to provide the necessary environmental licensing and permitting services to maintain compliance with local safety standards.

The solicitation is not set aside for any specific business category and covers a one-year contract period from 6/12/2025 to 6/11/2026. The place of performance is Mather, California, with the North American Industrial Classification System (NAICS) code 924110 for Administration of Air and Water Resource and Solid Waste Management Programs. The contract includes three primary line items: Equipment Fees, Emission Fees, and Toxic "Hot Spots" Program Fees. While the total contract value is not explicitly specified in the documents, the contract is estimated to be completed by 06/11/2026. Invoices for the contract will be submitted electronically through the VA's Tungsten Electronic Invoicing system after completion, inspection, and acceptance of all items. If no alternative responses are received, the government will proceed with the sole-source acquisition to the Sacramento Metropolitan Air Quality Management District.
