About this opportunity

The Department of Energy's Princeton Plasma Physics Laboratory is seeking qualified sources to draft and certify a Spill Prevention Control and Countermeasure (SPCC) Plan accompanied by Storm Water Pollution Prevention (SWPP) and Legionella water management program addendums, as well as provide certification of a permitted Lined Surface Impoundment (LSI). The procurement requires full compliance with US EPA regulations and all federal, state, local, and PPPL environmental rules. Key qualifications include having a Professional Engineer on staff to certify the required documents and demonstrated experience managing at least five similar projects in New Jersey within the past five years. The contractor must comply with all PPPL, OSHA, and DOE safety requirements throughout performance. The pre-solicitation notice was posted on October 30, 2025, with a response deadline of November 12, 2025, allowing interested parties approximately two weeks to submit questions or express interest before the formal solicitation is released.

This opportunity is designated as a Local Area Set-Aside, restricting competition to small businesses or firms located within the specified geographic region. The Statement of Work indicates that the primary work involves a single site visit to gather information and review existing documentation, followed by plan preparation and professional certification; however, additional site visits may be required if technical changes occur at the facility, with separate cost estimates prepared for any such modifications. The scope includes generating training materials and performing an LSI inspection with integrity testing. While no specific award value or budget range is disclosed in the pre-solicitation notice, deliverables must be submitted at various stages between proposal submission and within 30 days of the site visit completion, with all documentation to be stored in the ES&H and Environmental Records facility.

and that information from PPPL is provided in a timely fashion.
Should additional technical changes occur at the site during the
preparation of the plan, Subcontractor may need to conduct

manufacturer-recommended method that is agreed upon between
the PE and repair technician or similar manufacturerrecommended
method with the same or similar material as the
existing liner.
 Liner integrity test: Subcontractor will need to complete a liner
integrity test upon completion of the repairs. The integrity test will
adhere to ASTM Standard Test Method D 6392 standard, or a
