This procurement is specifically for Permit Application Renewal Fees related to the Nogales International Wastewater Treatment Plant. The NOI falls under NAICS code 924110 for Administration of Air and Water Resource and Solid Waste Management Programs, with a size standard of $9.0 Million. The procurement will be conducted using commercial item procedures, allowing the Contracting Officer to solicit from a single source.
Interested parties are invited to submit capability statements and letters of interest demonstrating why competition might be advantageous to the government. All submissions must be received by 3:00 PM Mountain Standard Time on February 7, 2025, and should be emailed to Angelica Baca at angelica.baca@ibwc.gov. The NOI is purely informational and does not constitute a formal solicitation, and no award will be made based on unsolicited quotations. Small businesses are eligible to participate, and any interested parties must provide clear and compelling evidence that competition would benefit the government. The procurement will use Lowest Price Technically Acceptable (LPTA) evaluation criteria, with technical and past performance factors combined being equal to price. Contractors should note that ADEQ is currently the preferred source due to its role as the regulatory agency for the wastewater treatment plant, and the government retains full discretion in determining whether to pursue a competitive procurement.
