About this opportunity
Oregon Department of Transportation (ODOT) Region 3, District 8 is soliciting bids under Invitation to Bid 00018259 to remove and replace 135 feet of 24-inch culvert crossing beneath US199 and Demaray Drive in Josephine County, with bids due November 11, 2026. The new culvert ties into an existing manhole on the multi-use path shoulder and daylights into the ditch on the opposite side.
Associated work includes saw cutting asphalt on the highway and multi-use path, replacing concrete curb and landscape median materials, paving the trench and multi-use path, repairing sloped shoulders, and replacing removed striping. The contractor must maintain a continuous temporary travel lane at least 16 feet wide at all times, with US199 lane closures limited to 7:00 PM to 5:00 AM. The contractor coordinates utility conflicts, and utility work is incidental with no separate payment. ODOT may remove temporary traffic control from the scope before contract execution and strike the corresponding bid items. Work follows the 2024 Oregon Standard Specifications for Construction and the 2026 Manual on Uniform Traffic Control Devices.
Bids are lump sum for Mobilization, Temporary Protection and Direction of Traffic, and the culvert replacement package under the Base Bid, plus Add Alternate 1 (Temporary Work Zone Traffic Control, Complete). Bidders must price both the Base Bid and Alternate 1, or the bid is non-responsive. ODOT may award the Base Bid alone or the Base Bid plus Alternate 1, with award based on the lowest responsive offer combining both totals.
The contract is a fixed-price public improvement contract under the State of Oregon General Conditions dated January 1, 2012, with the price set by the winning bid. Substantial completion is December 24, 2026, and final completion is due December 31, 2026. Liquidated damages are $300 per calendar day beyond substantial completion. The contractor must furnish performance and payment bonds, each equal to the contract price. Oregon Bureau of Labor and Industries prevailing wage rates for Region 8 apply, effective October 5, 2026. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Automobile Liability of $1 million per occurrence, and Workers' Compensation with Employer's Liability of at least $500,000 per accident. The contractor submits ODOT Form 734-2882 after each payment. Retainage is withheld only as Oregon Revised Statutes require.
The project manager is Cathy Harshman, reachable at 541-890-0304.
