About this opportunity
The Texas Workforce Commission is requesting proposals for comprehensive conference services for the 2027 Texas Conference for Employers across four distinct locations in Texas, with proposals due October 7, 2026 at 10:00 a.m. Central Time.
Evaluation is weighted as Cost (40 percent), Respondent's Ability to Perform Services (45 percent), and Past Performance, Qualifications, and Experience (15 percent). Minimum qualifications require respondents to have been in business for a minimum of two years or have principals and owners with ownership or executive management experience in conference services within the last five years. Respondents receiving an overall score of "D" or below are disqualified.
The scope includes conference meeting space, food and beverage services, audio-visual equipment and on-site support, daily parking, and approximately twenty guest rooms for TWC staff across the four-conference series. Pricing must itemize daily guestroom and parking rates alongside total costs for all remaining services. Respondents may propose optional services with associated pricing and terms, though options not included in the initial proposal cannot be awarded during the contract term.
Respondents must maintain comprehensive insurance coverage including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Comprehensive Automobile Liability ($1 million combined single limit), Umbrella Liability ($25 million with drop-down), Professional Liability ($1 million), and Cyber/Privacy Liability ($50,000 per claim / $100,000 aggregate), with all policies naming TWC as additional insured and maintaining 30 days' notice of cancellation or material changes.
Required contract and vendor certifications include E-Verify utilization, exclusion from terrorist organization lists, COVID-19 vaccine passport prohibition compliance, human trafficking prohibitions, Israel boycott restrictions, and foreign adversaries compliance. Payment is made within thirty days of invoice per the Texas Prompt Payment Act. All disputes are resolved under Texas Government Code Chapter 2260 with venue in Travis County. A Pre-Solicitation Conference was held August 31, 2026. Questions were due September 2, 2026. Anticipated contract award is December 2026. Respondents must acknowledge receipt of Addendum No. 1 by including a signed page one with their response.
