The State of New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the Department of Law and Public Safety, Division of Consumer Affairs (DCA), is procuring development, implementation, maintenance, and hosting services for a Health Care Profile System (T2792, Bid Solicitation #26DPP01246) serving approximately 44,461 licensed healthcare providers including physicians, podiatrists, and optometrists. The procurement encompasses four service components: Part A consists of one-time firm-fixed pricing for system setup, hardware and software installation, data migration, testing, implementation, and deployment; Part B addresses five-year annual maintenance and hosting services including system maintenance, call center operations, and print shop operations; Part C covers five-year support services including training and help desk/call center support; and Part D establishes all-inclusive hourly labor rates for nine distinct positions (Project Manager, Senior Analyst, Business Analyst, Senior Programmer, Programmer, Technical Writer, Trainer, Web Designer, and Database Administrator) for post-warranty work. The system must deliver a public website, secure self-report portal for practitioner profile verification, notification component, internal data management application, central repository, and call center operations providing Monday through Friday service from 8:00 AM to 6:00 PM. Required data elements include licensee identities, contact details, license numbers and history, clinical qualifications, medical specialty information, post-graduate training, board certifications, practice addresses, health plan affiliations, languages spoken, hospital privileges, medical malpractice payment history, disciplinary actions, license limitations and restrictions, and criminal convictions. The contractor must complete implementation within nine months of contract award, with the base contract term of five years and optional extensions up to two additional years by mutual written consent. The optional pre-quote conference is scheduled for January 30, 2026 at 10:00 AM; the deadline for electronic questions is February 6, 2026 at 2:00 PM; and quotes are due electronically through NJSTART by April 10, 2026 at 2:00 PM.
