About this opportunity
The Illinois Department of Public Health is requesting proposals for Statewide Medical Cannabis Program Education and Training Services under RFP #27-482DPH-HLTHP-B-53581, with proposals due November 30, 2026 and vendor questions due November 2, 2026. A 7% Business Enterprise Program goal applies to subcontracting with minority, women, and disability-owned businesses, and all proposals must include a mandatory BEP Utilization Plan.
The scope requires the offeror to conduct an educational needs assessment within the first six months of contract execution, develop standardized curriculum aligned with Illinois statutes and administrative rules, and deliver a minimum of twelve training activities for healthcare providers (at least 15 attendees per session) and twelve training activities for patients, caregivers, and the public (at least 25 attendees per session) during the initial 18-month term. Training must cover the Medical Cannabis Patient Registry System, community standards of care, and program requirements, and may be delivered virtually, in-person, or hybrid. All educational materials must meet Americans with Disabilities Act accessibility standards and be submitted to IDPH for approval at least two weeks before delivery. The Department retains full ownership of all materials generated.
The initial contract term is 18 months, with an option to renew for up to three additional one-year terms, not to exceed ten years total. The State anticipates evaluation completion by February 8, 2027, notice of award by February 24, 2027, and contract start on July 1, 2027. Proposals will be evaluated on technical merit (1,200 points), commitment to diversity (240 points), and price (240 points). Offerors scoring a minimum of 868 combined points will be invited to a 30-minute demonstration webinar, at the vendor's expense, presenting a sample training activity and demonstrating audience engagement. No bid or performance bond is required. Pricing must be firm and submitted in BidBuy, excluding taxes unless accompanied by proof of exemption.
