About this file

This is a user guide document for a medical certification system, likely administered by a state health agency managing patient enrollment programs. The document provides instructions for creating new patient certificates within a digital platform that supports multiple program categories, including Adult Medical Cannabis Patient Program (MCPP), Minor MCPP, and Opioid Alternative Patient Program (OAPP). The certification process requires healthcare professionals to enter mandatory patient information, select appropriate program categories, specify certification types, and document qualifying medical conditions. For terminal illness cases, providers must indicate terminal status or enter explanations for other debilitating conditions. For non-terminal minors, separate recommending and reviewing certifications from different healthcare professionals are required with identical qualifying conditions. The system generates confirmation messages upon submission and allows healthcare professionals to track certificate status through a dashboard.

The certification system uses a status tracking mechanism where newly created certificates display as "Eligible" until patients formally add the certification to their application, at which point the status changes to "Active." The document does not specify pricing, set-asides, funding amounts, contract terms, or renewal options. Instead, it serves as operational guidance for healthcare providers administering state medical certification programs, focusing on system navigation, data entry requirements, and status management within the digital platform.
