About this opportunity
The County of Orange, OC Community Resources, is conducting a competitive sealed bid procurement (IFB #012-3044004-EB-2) for Smart Irrigation Controllers and Master Valve/Flow Sensor with Professional Services at Mile Square Regional Park in Fountain Valley, California. The solicitation requires vendors to furnish and install eight HydroPoint WeatherTRAK OptiFlow XR series smart irrigation controllers to replace ten existing controllers, one Cla-Val model #93-01-ASY-G-F-NO master valve with WeatherTRAK flow sensor assembly, one HydroPoint Rain Sensor with hardwire connection, and replacement valve boxes and covers (31 lids only and 53 complete lid and box combinations). Deliverables include all labor, materials, equipment, commissioning services, site optimization, operational and maintenance manuals in two hard-cover three-ring binders, manufacturer certification letters, two keys per controller, completed guarantee statements, digital irrigation record drawings and controller charts in AutoCAD and PDF formats, and a signed acceptance document. All work must be performed by HydroPoint WeatherTRAK Levels 1-4 certified irrigation managers, and both the contractor and field superintendent must maintain current HydroPoint Certified Installer Program certification before commencing installation. Qualified bidders must possess a minimum of five years of continuous experience in commercial irrigation system installation, maintain a valid California C27 Landscaping Contractor license, submit current Injury and Illness Prevention Program documentation, provide three professional references with contact information, and comply with all County safety requirements and policies outlined in the Safety and Loss Prevention Policy and associated checklists. Evaluation criteria include compliance with prevailing wage requirements, insurance coverage requirements ($1,000,000 general liability per occurrence, workers' compensation, and employers liability), submission of a complete material list for County approval, and adherence to mandatory pre-job conferences, installation observations, and final inspections scheduled with seven days' notice for pre-job meetings and 48 hours' notice for installation and activation phases. Questions must be submitted through the County's electronic Question & Answer portal by May 12, 2026, at 2:00 PM, and sealed electronic bids are due May 19, 2026, at 2:00 PM through the County's eProcurement Portal, with bid validity maintained for 365 days following the closing date.
County of Orange Local Small Business (OCLSB) certified vendors receive a 5 percent preference deduction for evaluation purposes, while Disabled Veteran Business Enterprise (DVBE) certified vendors also receive a 5 percent preference, or 8 percent if certified as both OCLSB and DVBE. The County will award the contract to the lowest responsive, responsible bidder following the May 19, 2026, bid closing; however, the specific award value or budget range is not explicitly disclosed in the solicitation documents. The contract is structured as a firm fixed-fee agreement for a one-year term commencing upon execution, with compensation based on line items for each of the eight distinct controllers with specific model numbers, the master valve and flow sensor assembly, valve box replacement quantities, miscellaneous parts, and labor for installation and commissioning services. Optional Time and Materials bid items for field wiring repairs are available at specified hourly rates for Irrigation Specialists and Skilled Enhancement Labor but do not factor into the final contract award determination. The contractor is responsible for obtaining and funding all commissioning services through HydroPoint Data Systems or an approved distributor, and the contract includes a cooperative provision allowing extension to other governmental entities with a 2 percent administrative rebate to the County on subordinate contract sales. County Board of Supervisors approval is required for contract awards exceeding $200,000 annually or $1,000,000 in total value across multiple years, and all work must maintain existing system operability with contractor liability for any damage caused during installation.
