County of Orange Local Small Business (OCLSB) certified vendors receive a 5 percent preference deduction, while Disabled Veteran Business Enterprise (DVBE) certified vendors receive a 5 percent preference, or 8 percent if certified as both OCLSB and DVBE. The contractor is responsible for obtaining and funding all commissioning services through HydroPoint Data Systems or an approved distributor. County Board of Supervisors approval is required for contract awards exceeding $200,000 annually or $1,000,000 in total value across multiple years. The contract includes a cooperative provision allowing extension to other governmental entities with a 2 percent administrative rebate to the County on subordinate contract sales, and the contractor bears liability for any damage caused during installation.
