About this opportunity
The State of Oregon Department of Administrative Services, State Procurement Services, has issued a Request for Proposals (RFP) to establish one or more statewide price agreements for aluminum boarding docks, materials, related equipment, and services. The procurement is open to Oregon Cooperative Purchasing Program (ORCPP) members and Washington Master Contracts Usage Agreement (MCUA) members, seeking seven types of aluminum boarding docks in various configurations, including Type A, B, C, and Self Adjusting models, each measuring 6 feet by 20 feet. Proposers must meet minimum qualifications, including OregonBuys registration, current AWS structural welding certifications, and a minimum of five years of consecutive experience manufacturing aluminum structures. The evaluation process will assess customer service and storage capacity (200 points), experience (350 points), warranty and repair responsiveness (150 points), and price (300 points), totaling 1,000 possible points. A pre-proposal conference is scheduled for December 17, 2025, at 1:00 PM Pacific Time, with proposals due on January 23, 2026, at 1:00 PM Pacific Time. The anticipated evaluation conclusion is March 2026, with an initial contract term of five years and options to renew up to a cumulative maximum of ten years.
The State of Oregon encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers must provide three references from similar projects completed within the last three years and demonstrate a two-year warranty on all docks and related components. All projects with federal funding must comply with the Infrastructure Investment and Jobs Act (IIJA), including the Build America, Buy America Act (BABA) requirements, mandating that iron, steel, manufactured products, and construction materials be produced in the United States, with potential waivers available under specific circumstances. The contractor will be required to submit Volume Sales Reports and Vendor Collected Administrative Fees equal to 2 percent of gross sales to authorized purchasers. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Bailee's Insurance ($240,000 per occurrence). While specific award values are not explicitly stated, the comprehensive nature of the procurement suggests a significant potential market for aluminum boarding dock solutions across Oregon and Washington.
