About this file
This is a Material Certification Sheet for an RFP issued by the Oregon State Marine Board for aluminum boarding docks and boating facility improvements (Contract ID: S-10700-00009763). The document serves as Attachment I to the RFP and outlines the required materials and specifications that proposers must certify they can meet or provide suitable substitutes for. The materials list encompasses structural components including structural aluminum, stainless steel, mild steel, and composite lumber wales, as well as finishing materials such as barrier coating, galvanizing, and anti-seize lubricant. Additional required materials include fastening hardware, rubstrips, zinc anodes, foam floatation, pultruded fiberglass grating, decking clips, pile pocket wear pads, grounding rails, hinge components, and dock identification plates. All listed materials are categorized under the preparatory phase of construction, which encompasses pre-construction activities such as approval of shop drawings, lift sheets, test reports, site inspections, and equipment safety checks to ensure compliance with contract requirements before construction commences.
The Material Certification Sheet requires proposers to indicate whether they can meet each specification or propose approved substitutes, with all items referencing Section 2.11 and 2.12 of the contract specifications. This certification document is fundamental to the procurement process, as it establishes baseline requirements for material quality and sourcing that bidders must acknowledge and commit to prior to award. The RFP seeks to establish one or more Statewide Price Agreements that Authorized Purchasers may utilize for the purchase of aluminum boarding docks, materials, related equipment, and services, indicating this is a framework agreement intended to benefit multiple state entities and jurisdictions across Oregon.

Glossary of Terms
| Term: | Definition: |
| Preparatory | The preparatory phase, as it applies to a feature of work, commences with actions in advance of construction. A few examples of preparatory actions are approval of shop drawings, lift sheets, test reports, and mix designs; a physical check of material on site against approvals and contract requirements, safety checks of equipment, and other preparatory steps dependent upon the particular operation. Certain types of complex construction will require lift sheets or detailed sketches to insure proper location and installation of embedded items by all crafts. This is a preparatory action which will pay dividends later by locating conflicts between trade items sufficiently in advance to permit timely correction. Advance planning must be performed to determine that all preparatory actions required prior to construction have been accomplished. |
