About this file

This is a Price Proposal Form (Attachment E) for a Request for Proposals issued by the State of Oregon Department of Administrative Services, State Procurement Services, in conjunction with the Oregon Cooperative Purchasing Program (ORCPP) and Washington Master Contracts Usage Agreement (MCUA) members, for the establishment of one or more statewide price agreements for aluminum boarding docks. The RFP seeks pricing for seven types of aluminum boarding docks measuring 6 feet by 20 feet in various configurations (Type A with no pile retainers, Type A with external pile hoop, Type B with internal pile pockets, Type C with internal pile pockets, Type C with adjustable internal pile pockets, and two Self Adjusting models with and without guide rail connections), along with transition plates in 12-inch and 18-inch sizes, self-adjusting gangplanks, and maintenance packages. The proposal form requires unit pricing for each product type, first and last dock modifications, and monthly storage and inventory fees. A pre-proposal conference was scheduled for December 17, 2025, at 1:00 PM Pacific Time, with proposals due January 23, 2026, at 1:00 PM Pacific Time. The anticipated evaluation conclusion is March 2026, with an initial contract term of five years and renewal options extending to a cumulative maximum of ten years.

Proposers must submit detailed pricing that includes all labor, materials, tools, equipment, offloading, and costs necessary for complete manufacture and delivery. Minimum qualifications include OregonBuys registration, current AWS structural welding certifications, and a minimum of five years of consecutive experience manufacturing aluminum structures, with evaluation criteria weighted toward customer service and storage capacity (200 points), experience (350 points), warranty and repair responsiveness (150 points), and price (300 points) for a total of 1,000 possible points. All projects with federal funding must comply with the Infrastructure Investment and Jobs Act (IIJA) and Build America, Buy America Act (BABA) requirements mandating United States manufacturing. The State requires contractors to maintain Workers' Compensation insurance, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Bailee's Insurance ($240,000 per occurrence), submit quarterly Volume Sales Reports, and pay a 2 percent vendor-collected administrative fee on gross sales to authorized purchasers. The State encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), and all docks and related components must carry a minimum two-year warranty.
