About this file

This Request for Proposals (RFP) issued by the State of Oregon Department of Administrative Services, State Procurement Services, seeks to establish one or more statewide price agreements for the fabrication, delivery, and maintenance of aluminum boarding docks, materials, related equipment, and services. The RFP is open to the Oregon Cooperative Purchasing Program (ORCPP) members and the State of Washington Master Contracts Usage Agreement (MCUA) members in addition to state agencies. The scope of work includes seven types of aluminum boarding docks (Type A, B, C, and Self Adjusting configurations ranging from 6 ft x 20 ft with various pile retainer options), modifications for first and last dock placements, transition plates (12-inch and 18-inch), and a comprehensive maintenance package that must be maintained in stock at all times. The pre-proposal conference is scheduled for December 17, 2025, at 1:00 PM Pacific Time, and proposals are due on January 23, 2026, at 1:00 PM Pacific Time. The evaluation process is anticipated to conclude in March 2026 with a Notice of Intent to Award issuance. The initial contract term is five years with options to renew up to a cumulative maximum of ten years. The State of Oregon reserves the right to extend the price agreement if parties agree, and proposers are advised that there is no guarantee of any specific purchase amount.

Proposers must meet minimum qualifications including OregonBuys registration, current AWS structural welding certifications (AWS D1.1 for Steel and AWS D1.2 for Aluminum) with at least one certified welder employed, and a minimum of five years of consecutive experience in manufacturing aluminum structures. Pricing proposals must include all labor, materials, tools, equipment, delivery, and offloading costs necessary to complete fabrication and delivery. Proposals will be evaluated on customer service and storage capacity (200 points), experience (350 points), warranty and repair responsiveness (150 points), and price (300 points), for a total of 1,000 points possible. All projects with federal funding must comply with the Infrastructure Investment and Jobs Act (IIJA) including the Build America, Buy America Act (BABA) requirements, mandating that iron, steel, manufactured products, and construction materials be produced in the United States, with waivers available if domestic materials are unavailable, increase project costs by more than 25 percent, or are insufficient in quantity or quality. The State encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers must provide three references from similar projects completed within the last three years and demonstrate a two-year warranty on all docks and related components with clearly defined repair procedures, timelines, and conditions that void warranties.

2.3 OVERVIEW AND PURPOSE

2.3.1 Agency Overview and Background

https://oregonbuys.gov/bso/

DAS State Procurement Services, Version 4.5 March 31, 2023 Page 6 of 26

The Department of Administrative Services (“DAS”) is the central administrative agency of Oregon state government. Our mission is to support state government to serve the people of Oregon.

DAS works to effectively implement the policy and financial decisions made by the Governor and the Oregon Legislature. DAS also sets and monitors high standards of accountability to ensure that state government uses tax dollars productively. To fulfill its mission, DAS supports state agencies by providing a strong and stable management infrastructure. As part of this effort, DAS works with private enterprise, citizens, and other government entities to develop an efficient service delivery system.

DAS SPS operates a marketplace where state agencies, local government entities, and suppliers meet to buy and sell products and services for the benefit of Oregonians. DAS SPS also provides statewide price agreements, procurement training and certification, and sponsor monthly gatherings of procurement professionals for the purpose of sharing information and best practices.

2.3.2 Project Overview, Background, and Purpose

Boarding docks are located at boat ramps to facilitate loading and unloading of people and personal items into and out of recreational boats. The permitting processes to install docks is very rigorous. State and Federal agencies do not allow any type of pressure treated wood to be in the water. Similarly, untreated wood does not last and plastic docks are unstable and do not meet design guidelines for recreational boating facilities. Concrete docks are not suitable for use as boarding docks because of the freeboard and grounded dock height difference. Metal truss style dock frames can have different decking materials; however, the exposed truss frame is easily damaged when boats launch or retrieve and wood debris can be caught in the structure.

These recommendations consider longevity, ease and intensity of maintenance and permit-ability.

Oregon State Marine Board provides grant funding to cities, counties, ports, park districts, state and federal agencies, and tribal nations. These grant recipients would be an example of some of the users of the Price Agreement(s). Similarly, Oregon Department of Fish & Wildlife provides grant funding to 501c3 organizations that also may utilize the Price Agreement(s).

Through this RFP, DAS SPS is looking to establish one (1) or more Price Agreements, which Authorized Purchasers may use, for the purchase of aluminum boarding docks, materials, related equipment, and services for recreational boating access.

Evaluators will assign a score for each evaluation criterion listed below in this Section 4.10.2 up to the maximum points available as specified in Section 4.11 (Point and Score Calculation).

SPC may request further clarification to assist the Evaluation Committee in gaining additional understanding of a Proposal. A response to a clarification request may only clarify or explain portions of the already submitted Proposal and may not contain new information not included in the original Proposal.

Each Evaluation Criteria will be evaluated and scored based on the following scale:

SCORE EXPLANATION

OUTSTANDING - Response meets all the requirements and has demonstrated in a clear and concise manner a thorough knowledge and understanding of the subject matter and project. The Proposer provides insight into its expertise, knowledge, and understanding of the subject matter.

6 – 9 VERY GOOD – Response provides useful information, while showing experience and knowledge within the category. Response demonstrates above average knowledge and ability with no apparent deficiencies noted.

ADEQUATE – Response meets all requirements in an adequate manner. Response demonstrates an ability to comply with guidelines, parameters, and requirements with no additional information put forth by the Proposer.

1 – 4 FAIR – Proposer meets minimum requirements, but does not demonstrate sufficient knowledge of the subject matter.

4.10.2.2 Evaluation Item 2 (Experience, Section 3.3.8)

DAS State Procurement Services, Version 4.5 March 31, 2023 Page 20 of 26

Proposals will be evaluated and scored based on the Proposer’s description of experience and capacity to perform the Scope of Work described in this RFP. Evaluators will consider years of experience, expertise, certifications, and relevance of experience for the Proposer and key persons identified.

4.10.2.3 Evaluation Item 3 (Warranty and Repair, Section 3.3.9)

Proposals will be evaluated and scored based on Proposer’s description of warranty responsiveness. The standard warranty responsiveness will be evaluated based on, repair procedures, repair timelines and what conditions void warranties.

4.10.3 PRICE EVALUATION

The SPC will conduct the price evaluation. The SPC will award a price score to each Price Proposal based upon the percentage of the proposed price as compared to the lowest Proposer’s price using the following formula:

lowest price of all Proposers X price points possible = price score price being scored

4.10.4 PREFERENCES

4.10.4.1 Recycled Materials

Agency will give preference to Goods manufactured from Recycled Materials if each of the conditions specified in ORS 279A.125 (2) exists following any adjustments made to the price of the Goods according to any applicable reciprocal preference.

4.11 POINT AND SCORE CALCULATIONS

TOTAL POINTS POSSIBLE: 1000

POINTS POSSIBLE 700

4.10.2.1 Evaluation Item 1: Customer Service and Storage

Capacity

4.10.2.2 Evaluation Item 2: Experience 350

4.10.2.3 Evaluation Item 3: Warranty and Repair 150

DAS State Procurement Services, Version 4.5 March 31, 2023 Page 21 of 26

The SPC will average all scores for each evaluation criterion. The average score will be used as a percentage multiplier of the maximum possible points for that criterion. 1=10%, 5=50%, 7.2=72%, 9=90%, etc. Price points are calculated as stated in the Price Evaluation section.

EXAMPLE:

Proposer A receives scores of 10, 9, and 9.5 for criterion worth 50 points. The SPC averages 10, 9, and 9.5 for a score of 9.5 and uses 95% as a multiplier to the possible points of 50. 50 multiplied by 95% is 47.5. Proposer A’s points for the criterion is 47.5.

4.12 RANKING OF PROPOSERS

The SPC will average the scores for each Proposal (calculated by totaling the points awarded by each Evaluation Committee member and dividing by the number of members). The SPC will combine the average score for each Proposal with Proposer’s price score and reference score.

After any applicable preference has been applied, the SPC will determine the rank of each Proposal, with the highest score receiving the highest rank, and successive rank order determined by the next highest score.

Agency may, in Agency’s sole discretion, determine an apparent successful Proposer with no additional rounds of competition. If additional rounds are conducted, Agency will rank advancing Proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any time during the solicitation process.

4.13 NEXT STEP DETERMINATION

At the conclusion of a round of competition, Agency may choose to conduct additional round(s) of competition if in the best interest of the State. Additional rounds of competition may consist of, but will not be limited to:

• Interviews

• Presentations/Demonstrations/Additional Submittal Items

• Discussions and submittal of revised Proposals

• Serial or simultaneous negotiations

• Best and Final Offers

4.13.1 Competitive Range Determination

The Competitive Range may include all, or at Agency’s sole discretion, some (based primarily on a natural break in the distribution of scores), of the Proposers from a previous round. Agency will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.

4.13.2 Competitive Range Protest

4.14 ADDITIONAL ROUNDS

If Additional rounds are conducted, Agency will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.

4.15 SCORING AND RANKING OF PROPOSERS FOR SUBSEQUENT ROUNDS

If Agency conducts two or more rounds of competition, the rounds will be scored independently. Once the ranking from a previous round is complete and a Competitive Range has been determined, Proposers participating in a subsequent round will compete on an equal basis – scores from the previous round will be set aside and will not carry over. The Proposer with the highest score from the final round will receive the highest final ranking.
