About this file

This is a Subcontractor Utilization Plan form (Form C) associated with the City of St. Petersburg, Florida's Request for Qualifications for rehabilitation of residential single-family properties. The RFQ, issued on March 16, 2026, remains open through March 15, 2029, and seeks to establish a qualified contractor pool for plumbing, roofing, building, residential, and general contractors to support City-administered home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. Qualified contractors will perform interior and exterior building repairs such as window replacement, painting, tiling, carpet installation, plumbing, electrical, HVAC, roof replacement, and fence repairs. Required qualifications include a minimum of two years of experience, current Florida state licensure as a Building, General, or Residential Contractor, ability to obtain required insurance, and attendance at mandatory pre-bid meetings. Proposals are evaluated on a 100-point scale: Qualifications and Experience of Firm and Staff (45 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization (15 points). A Notice of Intent to Award was issued on March 21, 2025, identifying WSV Group Inc. as a recommended vendor.

The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage minority, women, veteran, and small businesses in the Tampa Bay Region and describe efforts to reduce barriers to participation through outreach, education, mentorship, and process improvements. Participation goals for small/veteran/minority/women business enterprises are voluntary, and proposers with zero participation amounts will not be considered non-responsive. No minimum participation level is required as a condition for contract award, though the City encourages proactive engagement. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation insurance, along with a public construction bond equal to the full contract amount. Payment is provided by the City upon inspection and written approval by both homeowner and City, with five percent retainage withheld at each construction stage and disbursed after final completion. Contract price increases are limited to a maximum of 20 percent. Selected contractors remain eligible for five years, provided they maintain valid Florida state licenses and register in the City's Neighborly Contractor Portal to receive project notifications.
