About this file
This is a Subcontractor Utilization Plan form for a City of Tampa Bay contract opportunity related to the rehabilitation of residential single-family properties. The project solicitation seeks to establish a qualified pool of roofing, plumbing, and general contractors to support the City's home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. The RFQ remains open for an indefinite solicitation period, with vendors able to submit responses at any time and evaluations conducted on an ongoing basis. Once contractors are selected and qualified, they will enter into Rehabilitation Agreements directly with individual homeowners to complete approved work. This is the fifth solicitation issued by the City, with particular emphasis on expanding the plumber contractor pool.
The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement efforts designed to reduce barriers to participation by these enterprise categories. Participation goals for small, veteran, minority, and women business enterprises are voluntary, and proposers are not required to achieve any minimum level of diverse business participation to be considered responsive or to receive a contract award. However, the City encourages proactive engagement with small, veteran, minority, and women business enterprises.
