Vendor Evaluation List Summary

This is a vendor evaluation spreadsheet documenting the qualification review process for the City of St. Petersburg, Florida's Request for Qualifications to establish a contractor pool for residential single-family property rehabilitation services. The RFQ, issued on March 16, 2026, remains open through March 15, 2029, with submittals reviewed on an ongoing basis throughout the solicitation period. The City seeks to qualify multiple plumbers, roofing contractors, building contractors, residential contractors, and general contractors to support City-administered home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. Qualified contractors will perform interior and exterior building repairs including window replacement, painting, plumbing, electrical, HVAC, roofing, and fence repairs. A mandatory pre-bid meeting was conducted on April 6, 2026, for Round 1 evaluation. Round 1 evaluation resulted in seven awarded vendors: Abacron LLC, Alliance Construction & Development, Brizo Construction, Cardinal Building and Restoration, C.P. Danner Construction Inc., PRO REALTY & DEVELOPMENT LLC, and SP Reconstruction Services LLC | SERVPRO Team JMP. Two vendors were not awarded in Round 1: AIR Resolutions LLC and GoEasy LLC, the latter of which was emailed about resubmitting with additional details. Round 2 evaluation was pending for five additional vendors: Agolli Development Inc dba Agolli Construction & Development, Built With Love LLC, CPWG Constructors, Inversiones Los Cuatro LLC, and NEWSON CONSTRUCTION & CONSULTING LLC.

Qualified contractors will remain eligible for five years provided they maintain valid Florida state licenses and will be required to enter into Rehabilitation Agreements directly with individual homeowners upon selection. Proposals are evaluated on a 100-point scale weighted as follows: Qualifications and Experience of Firm and Staff (45 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization (15 points). Required qualifications include a minimum of two years of experience in relevant contracting disciplines and current Florida state licensure. Selected contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation insurance as required by Florida law. Payment is provided by the City upon inspection and written approval by both the homeowner and City, with five percent retainage withheld at each construction stage and disbursed after final completion, and any increase in contract price is limited to a maximum of 20 percent. No specific aggregate budget or individual contract award values are disclosed.
