This is a Notice of Intent to Award issued by the City of St. Petersburg, Florida, Procurement Department for Request for Qualification (RFQ) No. RFQ-25-077 regarding the Rehabilitation of Residential Single-Family Properties. The procurement seeks to establish a qualified contractor pool for roofing, building, residential, and general contractors to support City-administered home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. The RFQ solicitation period remains open through March 15, 2029, with the original response deadline of February 20, 2025 at 3:00 pm. Qualified contractors selected through this RFQ will perform interior and exterior building repairs including window replacement, painting, tiling, carpet installation, plumbing, electrical, HVAC, roof replacement, and fence repairs. Selected vendors must register in the City's Neighborly Contractor Portal to receive notifications of upcoming rehabilitation projects and enter into Rehabilitation Agreements directly with individual homeowners upon project selection.

Required qualifications include a minimum of two years of experience in roofing, building, or general contracting and current Florida state licensure as a Building, General, or Residential Contractor. Evaluation of proposals is weighted at 45 points for Qualifications and Experience, 40 points for Project Approach, and 15 points for Business Enterprise Program Outreach and Utilization targeting small business enterprises, minority-owned businesses, and women-owned businesses. Payment is provided by the City upon inspection and written approval by both the homeowner and City representative, with 5 percent retainage withheld at each construction stage and disbursed after final completion. Contract price increases are limited to a maximum of 20 percent, and work completion timeframes range from 10 to 90 days depending on project scope.
