About this file

This is a Notice of Intent to Award issued by the City of St. Petersburg, Florida, Department of Procurement and Supply Management for Request for Qualification (RFQ) No. RFQ-25-077 regarding the Rehabilitation of Residential Single-Family Properties. The RFQ seeks to establish a qualified contractor pool for roofing, building, residential, and general contractors to support the City's home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. The original response deadline was February 20, 2025, at 3:00 pm, and the notice of intent to award was issued on Friday, March 21, 2025. WSV Group Inc., represented by Sean Carter, has been selected as the recommended vendor following the City's evaluation process. The qualification pool remains eligible for five years, provided contractors maintain valid Florida state licenses. Contractors selected through this RFQ must register in the City's Neighborly Contractor Portal to receive project notifications and will enter into Rehabilitation Agreements directly with individual homeowners upon selection, with work completion timeframes ranging from 10 to 90 days.

Qualified contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and workers' compensation insurance as required by Florida law, along with a public construction bond equal to the full contract amount. Contractors must possess a minimum of two years of experience and current Florida state licensure as a Building, General, or Residential Contractor. Payment is provided by the City upon inspection and written approval by both the homeowner and City, with 5 percent retainage withheld at each construction stage and disbursed after final completion, with any contract price increase limited to a maximum of 20 percent. Proposals were evaluated on a 100-point scale weighted as follows: Qualifications and Experience of Firm and Staff (45 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization for small business enterprises, minority-owned businesses, or women-owned businesses (15 points). No specific aggregate budget or individual contract award values are disclosed in the RFQ documentation.
