Statement of Qualifications Requirements Summary
This is a Statement of Qualifications and Proposal Requirements document issued by the City of St. Petersburg, Florida, for the establishment of a qualified contractor pool to support residential single-family property rehabilitation programs. The City seeks to qualify multiple plumbers, roofing contractors, building contractors, residential contractors, and general contractors to perform interior and exterior building repairs including window replacement, painting, tiling, carpet installation, plumbing, electrical, HVAC, roof replacement, and fence repairs. The RFQ remained open through March 15, 2029, with submissions reviewed on an ongoing basis and vendors evaluated and awarded qualification at any time during the solicitation period. Mandatory attendance at pre-bid meetings is required before contractors submit bids for individual homeowner projects. Qualified contractors will remain eligible for five years provided they maintain valid Florida state licenses. Upon selection by a homeowner, contractors will enter into Rehabilitation Agreements directly with homeowners to complete approved work, with project completion timeframes ranging from 10 to 90 days.
Proposals are evaluated on a 100-point scale weighted across three categories: Qualifications and Experience of Firm and Staff (45 points), Project Approach (40 points), and Business Enterprise Program Outreach and Utilization (15 points). Required qualifications include a minimum of two years of experience in plumbing, roofing, or general contracting; current Florida state licensure as a Building, General, or Residential Contractor; and the ability to obtain minimum required insurance coverage consisting of commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, workers' compensation insurance as required by Florida law, and a public construction bond equal to the full contract amount. No set-asides restrict responses to specific organization types; however, the City encourages proactive engagement with small business enterprises, minority-owned businesses, and women-owned businesses as subcontractors, though participation goals are voluntary and not required for award consideration. Payment is provided by the City upon inspection and written approval by both the homeowner and City, with 5 percent retainage withheld at each construction stage and disbursed after final completion, and any increase in contract price is limited to a maximum of 20 percent. No specific aggregate budget or individual contract award values are disclosed.
