Statement of Qualifications Requirements Summary
This is a Statement of Qualifications Requirements document for the City of St. Petersburg, Florida's Rehabilitation of Residential Single-Family Properties RFQ, which seeks to establish a qualified contractor pool for plumbers, roofing, building, residential, and general contractors. The RFQ remains open for an indefinite solicitation period with submissions reviewed on an ongoing basis, allowing vendors to be evaluated and awarded qualification at any time during the open period. Once contractors are qualified and selected by homeowners, they will enter into Rehabilitation Agreements directly with homeowners to complete approved work under City-administered programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. The RFQ is the fifth solicitation issued to expand the contractor pool, with particular emphasis on plumber recruitment. No specific response deadline, site visit requirements, or mandatory bidder conferences are mentioned in this requirements document.
Proposers must submit a comprehensive proposal package in a single PDF that includes a transmittal letter, firm qualifications and staff experience with relevant State of Florida licensing documentation, a project approach describing residential rehabilitation processes and quality assurance procedures, and detailed business enterprise outreach and utilization plans. Applicants must demonstrate experience with multiple successful project completions, management capability for concurrent projects, and commitment to utilizing small business enterprises (SBEs), minority-owned businesses (MBEs), and women-owned businesses (WBEs) as subcontractors. Proposers must indicate their own business enterprise designation and provide past performance documentation of SBE, MBE, and WBE utilization within the preceding five years, along with a completed Subcontractor Utilization Form. No specific pricing information, contract term length, funding amounts, or renewal options are detailed in this requirements document.
