About this file
This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg, Florida, in connection with a Request for Qualifications for the rehabilitation of residential single-family properties. The RFQ, issued on March 16, 2026, seeks to establish a qualified contractor pool of plumbers, roofing contractors, building contractors, residential contractors, and general contractors to support City-administered home rehabilitation programs, including the Affordable Single-Family Homeownership Program and the Affordable Single-Family Residential Facade Improvement Program. The solicitation remains open through March 15, 2029, with submissions reviewed on an ongoing basis and vendors evaluated and awarded qualification at any time during the solicitation period. Qualified contractors will perform interior and exterior building repairs including window replacement, painting, tiling, carpet installation, plumbing, electrical, HVAC, roof replacement, and fence repairs. Qualified contractors will remain eligible for five years provided they maintain valid Florida state licenses, and upon selection by homeowners, will enter into Rehabilitation Agreements directly with individual homeowners with work completion timeframes ranging from 10 to 90 days.
Proposals are evaluated on a 100-point scale with weightings of 45 points for Qualifications and Experience of Firm and Staff, 40 points for Project Approach, and 15 points for Business Enterprise Program Outreach and Utilization for small business enterprises, minority-owned businesses, or women-owned businesses. The Subcontractor Utilization Plan requires proposers to demonstrate intent to use small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region and to describe efforts in engaging and reducing barriers to participation. Participation goals are voluntary and not required for award consideration, and proposers will not be considered non-responsive if the plan shows zero small, veteran, or diverse business participation. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, workers' compensation insurance as required by Florida law, and must furnish a public construction bond equal to the full contract amount. Payment is provided by the City upon inspection and written approval by both the homeowner and City, with 5 percent retainage withheld at each construction stage and disbursed after final completion, and any increase in contract price is limited to a maximum of 20 percent.
