About this opportunity

Maryland State Highway Administration is requesting rates for a one-year HVAC repair and preventive maintenance contract at SHA Centreville on the Eastern Shore, with proposals due October 9, 2026. The scope encompasses quarterly and seasonal maintenance of multiple HVAC systems across the Centreville Maintenance Facility and three subordinate Eastern Shore locations (Bay Country Welcome Center, Kent Narrows Bridge House, and Stevensville Maintenance Facility), including rooftop packaged units, heating and ventilating units, hydronic heating coils, centrifugal pumps, exhaust fans, unit heaters (electric, gas, and oil-fired), furnaces, heat pumps, cabinet heaters, and associated controls and dampers. Maintenance checklists specify quarterly inspection and filter-replacement tasks and seasonal overhaul procedures including burner tuning, combustion measurement, coil cleaning, electrical tightening, bearing lubrication, and equipment-support corrosion assessment.

Bidders must submit the state-provided Price Form with all unit and extended prices fully loaded to include labor, profit, overhead, and all costs necessary to perform required work. Prices must be entered in dollars and cents rounded to the nearest cent; every editable field must be completed. Bidders must submit the completed Bid Proposal Affidavit certifying compliance with Maryland state procurement laws, nondiscrimination policies, minority business enterprise regulations, debarment status, tax payment compliance, and conflict-of-interest certifications. Bidders must also provide one or more customer references demonstrating comparable HVAC repair and maintenance experience; references must include customer name, contact person, phone, email, contract value, performance dates, and detailed description of comparable work. The Procurement Officer reserves the right to request additional references or reject bids with insufficient references.

The contract will be awarded under Maryland Small Procurement Procedures as a short-form contract for services valued at $100,000 or less, with performance and completion dates to be specified upon execution. The contract incorporates the Invitation for Bid, contract affidavit, bid or technical proposal, and financial proposal as exhibits.
