About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting qualifications for technical and professional services on the Michigan Avenue Streetscape Project (PW-7072), with proposals due June 15, 2026. The project is subject to Davis-Bacon prevailing wage requirements applicable to Wayne County, Michigan.

The scope spans streetscape improvements along Michigan Avenue from Cass Avenue to Griswold Street, including removal and replacement of existing pavement, drainage structures, and utilities; installation of new sewer lines and drainage systems; sidewalk and curb reconstruction; and installation of street furniture, lighting, signage, and traffic control infrastructure. The unit price schedule contains 236 line items with quantities estimated by the City and subject to variance based on site conditions. Project completion timeline is 220 calendar days from contract execution.

Respondents must complete a Respondent Questionnaire assessing qualifications, experience, financial stability, insurance coverage, bonding capacity, MBE/WBE status, and safety records. Prior performance on comparable municipal infrastructure and streetscape projects is required. Respondents must demonstrate experience with public sector contracting compliance and provide detailed unit pricing in U.S. dollars with two decimal places for each line item. The RFQ cautions that unbalanced bids may be rejected.

Successful awardees must comply with all applicable federal, state, and local laws; maintain required general liability and workers' compensation insurance; adhere to the City of Detroit Contractor Code of Conduct and equal employment opportunity requirements; submit certified payroll documentation demonstrating Davis-Bacon wage compliance; obtain City approval for any subcontractors; and provide regular progress reports throughout performance. Contract award is contingent on execution of required affidavits and certifications. Failure to comply with conditions of award may result in contract termination or payment withholding.
