About this opportunity
Dallas Independent School District (Dallas ISD) in Dallas County, Texas is issuing a Request for Proposal (RFP BP-250054) to procure a licensed public insurance adjusting firm to provide comprehensive claims recovery services on a district-wide, as-needed basis. The services required include property claim investigations, loss estimations, claim valuations, and claim submissions for occurrences affecting any Dallas ISD facilities. The selected vendor must provide a dedicated project manager with a minimum of five years of experience in property damage investigations and claims management, and must meet critical performance requirements including acknowledging loss notices within two hours, conducting on-site inspections within 24 hours of notification (or same-day if requested), and delivering detailed initial reports within 15 calendar days of claim receipt. Vendors must hold an active Texas public adjuster license and demonstrate a minimum of five years of experience handling property claims for school districts or public entities. Required proposal submissions include company history and significant claims examples, resumes for all key staff members, copies of Texas public adjuster licenses, contact information for three current public entity clients (preferably including school districts), detailed descriptions of service delivery methodology and claim closure timelines, fully completed sample initial and loss summary reports, and any value-added services. Evaluation will be based on best value criteria including purchase price, vendor reputation, quality of services, extent of meeting district needs, past relationship with the district, MWBE participation and commitment, total long-term cost, principal place of business, and other relevant factors; the District will not award contracts based on low price alone and will conduct vendor interviews prior to award selection. The proposal due date is February 19, 2026, with electronic submissions required via the Bonfire portal at https://dallasisd.bonfirehub.com, though sealed paper submissions are accepted but discouraged and must be delivered to Dallas ISD Procurement Services.
This procurement is open to all vendors, including sole source providers, with no specific set-aside designations restricting participation; however, the District has an aspirational Small Business Enterprise (SBE) goal of 30 percent of total dollar value and has allocated evaluation weight of up to 20 percentage points for SBE compliance, making SBE participation highly encouraged. Vendors must complete mandatory SBE forms addressing SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE joint venture or prime subcontractor teaming agreements (up to 5 points), subcontractor utilization (up to 5 points), and SBE participation plans (up to 5 points); incomplete, unsigned, undated, or unreturned forms result in a zero score for the SBE component. All vendors must comply with federal compliance requirements including submission of Form W-9, Certificate of Interested Parties (Form 1295) through the Texas Ethics Commission, and Conflict of Interest Questionnaire (CIQ Form D) disclosing any conflicts with district officers listed in the procurement documents. The contract term is structured as an initial three-year agreement with two successive one-year renewal options, not to exceed five years total, with either party required to provide 90 days' written notice of non-renewal intent; the proposal may be funded through local, state, federal, and grant-funded programs in accordance with Title 2 of the Code of Federal Regulations Part 200 requirements. Compensation is structured as a percentage of net recovery after the deductible, with FEMA-related services performed on a time and expense basis; no specific budget range or award value is identified in the solicitation documents. No incumbent vendor or current contractor information is provided in the available documentation, and no special technology integration requirements are specified.

Project Description This Request for Proposal (RFP) will be used to purchase a public adjuster to lobby in the district's best interest in the case of a property loss claim. The purpose of this Request for Proposal (RFP) is to solicit a licensed public insurance adjusting firm to provide claims recovery services (property claim investigations, loss estimations, claim valuations and claim submissions) for occurrences affecting any Dallas ISD facilities. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
