About this opportunity

Tucson City Court is requesting proposals for probation monitoring and GPS monitoring services, with proposals due October 28, 2026 at 2:00 PM and a pre-submittal meeting scheduled for October 14, 2026 at 12:00 PM via Microsoft Teams. The contract is subject to multiple federal compliance frameworks: FTA funding triggers debarment, record retention, and Buy America requirements; HUD Section 3 mandates employment opportunities for low- and very low-income residents; HUD prevailing wage determinations apply; and ARPA funding imposes specific compliance and reporting obligations.

The scope covers probation and electronic GPS monitoring for an average of 600 defendants under supervised probation at any given time. The defendant population comprises approximately 44% DUI convictions, 35% domestic violence convictions, and 20% drug or sex offense convictions, with roughly 50% in warrant status at any given time. GPS monitoring serves two functions: as a condition of release in Domestic Violence Court and as a post-sentence home detention condition, averaging 247 defendants per calendar year. City Court Magistrates impose monitored probation sentences ranging from 6 to 36 months. The contractor must maintain a minimum of two on-site staff members at Tucson City Court during business hours (8 AM to 5 PM, Monday through Friday), with at least one bilingual in Spanish. The City provides three furnished offices, clerical support, basic IT support, janitorial services, and building access from 7 AM to 7 PM at no charge.

The contract term is one year from award, with the City retaining options to extend for up to four additional one-year periods. Pricing is submitted via a designated Price Page and covers monthly monitoring fees, intake fees, discharge planning sessions, monthly electronic monitor hookup fees, and daily monitoring fees, categorized by offense type. All fees are inclusive of labor, overhead, materials, printing, travel, and mileage. Monitoring fees are paid by defendants based on financial assessment; the City covers costs for indigent and partially indigent defendants. The contractor must maintain comprehensive insurance including $2,000,000 general liability per occurrence, $1,000,000 commercial automobile liability, professional liability, technology errors and omissions, and $2,000,000 network security and cyber liability coverage. Data protection requirements mandate U.S.-based hosting with FedRAMP or StateRAMP Moderate certification or higher, industry-standard encryption, multi-factor authentication, annual penetration testing, 72-hour breach notification, and prohibition of using City Data to train AI models without express written consent. Evaluation criteria include method of approach, qualifications and experience, and price proposal, with potential for interviews and financial stability investigations. Written questions are due October 20, 2026 at 2:00 PM.

Opportunity text

Tucson City Court is seeking proposals from qualified Offerors to provide probation monitoring and GPS monitoring services. Tucson City Court is a Limited Jurisdiction Municipal Court with a case load comprised of Criminal Misdemeanor, Criminal Traffic, Orders of Protection, Injunctions against Harassment, Civil Traffic, Local Ordinance, and Parking violations. An average of 600 defendants are on monitored probation at any one time, with approximately 44% having been convicted of Driving Under the Influence (DUI) charges; 35% having been convicted of Domestic Violence (DV) charges and the remaining 20% have most commonly been convicted of a drug or sex offense. It is important to note that at any given time, an average of 50% of the defendants on monitored probation are in warrant status and have lost contact with the probation office and/or the court. City Court Magistrates can sentence defendants to terms of monitored probation that range from 6-36 months.

Tucson City Court uses GPS monitoring as a term of supervision in two situations: (1) in Domestic Violence (DV) Court, as a new condition of release for certain defendants accused of DV offenses; and (2) as a post-sentence condition of Home Detention. The Court will determine defendant eligibility based on a review of the conditions of release set at initial appearance, a sentencing order, and/or a criminal background check. The court employs GPS monitoring for Home Detention use with an average of 247 defendants per calendar year
